From:Jeannie Seppala <br />To:Mark Statz <br />Subject:Motion for a 1 Year Moratorium- Downtown District <br />Date:Monday, July 1, 2024 9:09:05 AM <br />Caution: This email originated outside our organization; please use caution. <br />th <br />Good morning, Mark – If I was able to attend the July 9P&Z meeting, I would have <br />made the following comments to my fellow commissioners. <br /> <br />As P&Z Commissioners, we are responsible for the administration and compliance <br />with the Downtown Guidelines as well as the provisions of the city Zoning Code. <br />Having disjointed planning documents, such as the Master Plan, Comprehensive <br />Pren, and Zoning Code, impedes our ability to evaluate a project’s adherence to our <br />governing planning documents. Planning documents that are not in alignment or are <br />in direct conflict with each other are burdensome to comply with and administer. <br /> <br />In addition, as Centerville markets itself to developers and investors, the city’s vision <br />and goals should be easily identifiable. The planning documents themselves should <br />be straightforward and uncomplicated. An investor or developer shouldn’t be <br />concerned over the possibility that their project could be denied or dramatically <br />altered by the P&Z or the City Council due to inconsistences within the city’s planning <br />documents. <br /> <br />Lastly, the 2006 Master Plan has been the guiding city planning document for the <br />past 18 years. In those 18 years, there has been little to no improvement or <br />economic development within the downtown district. This undeniable fact coupled <br />with the decision of the City Council to update its 2024-2025 strategic plan to include <br />a priority to create a community engagement strategy for a review of the Master Plan <br />and Comprehensive Plan in preparation to adopt revised plans support a 1-year <br />moratorium on PUDs within the downtown district. <br /> <br />I am asking you, as fellow Commissioners, to approve a motion for a 1-year <br />moratorium on any PUDs within the downtown district. This 12-month period would <br />be used to review the relevancy of the current Master Plan, make sure planning <br />documents are in alignment, and engage Centerville residents to gain an <br />understanding of their vision for the city. <br /> <br />Thank you, Commissioner Seppala <br />Sent from my iPhone <br /> <br />
