Memorandum <br />Date: June 26, 2024 <br />To: Honorable Mayor and City Council Members <br />From: Mark Statz, PE – City Administrator/Engineer <br /> Paul Palzer – Public Works Director <br /> <br />Subject: City Hall Campus Improvements <br />As part of our ongoing efforts to provide a first-class City Hall and Fire Station Campus, <br />we have been exploring two improvements for consideration in 2024. <br />BOULEVARD MAINTENANCE <br />A few weeks ago, staff brought forward a concern with the <br />maintenance of the boulevard between the trail and the curb <br />along Main Street, in front of City Hall. The city has long <br />struggled to grow grass in this location and the aesthetic of the <br />area has suffered. With the substantial investments being <br />made by our EDA on the Main Street corridor, it seems <br />prudent to step up our efforts to have a presentable “front <br />yard” for the city. The council discussed a number of options, <br />during their work session on the matter and requested staff to <br />price these out and further research their viability. <br />Options <br />Artificial Turf <br />Staff requested a professional installation estimate <br />for artificial turf in Zone 1 (see below) to insure <br />maximum longevity and value with reduced <br />maintenance. Annual maintenance would include <br />brushing the turf, removal of debris, clean <br />staining, replace infill as needed. Installation <br />would require removal of 6” of existing soil, <br />adding 4” trap rock, 2” finish trap rock, perimeter <br />nailer board and Synlawn Synthetic turf with infill <br />material. <br />Estimated cost would be $34,000. <br /> <br />
