c. LongtermMaintenance ΝLƷĻƒЋЉ͵ЊЎΞ <br />i. The applicant mustenterintoalongtermmaintenanceagreementwith theCityof <br />Centerville thatdocumentsallresponsibilitiesforlongtermoperationandmaintenanceof <br />stormwatertreatmentpracticesthatarenotownedoroperatedby theCityofCenterville.At <br />aminimum,thelongtermmaintenanceagreementmustincludeprovisionsthat: <br />1) Allow theCityofCenterville toconductinspectionsofstructuralstormwaterBMPsnot <br />ownedoroperatedby theCityofCenterville,performnecessarymaintenance,and <br />assesscostsforthosestructuralstormwaterBMPswhen theCityofCenterville <br />determinestheownerofthatstructuralstormwaterBMPhasnotensuredproper <br />function; <br />2) Aredesignedtopreserve theCityofCentervillesrighttoensuremaintenance <br />responsibility,forstructuralstormwaterBMPsnotownedoroperatedby theCityof <br />Centerville,whenthoseresponsibilitiesarelegallytransferredtoanotherparty;and <br />3) Aredesignedtoprotect/preservestructuralstormwaterBMPs.Ifstructuralstormwater <br />BMPschange,causingdecreasedeffectiveness,new,repaired,orimprovedstructural <br />stormwaterBMPsmustbeimplementedtoprovideequivalenttreatmenttotheoriginal <br />BMP. <br />d. PermanentStormwaterManagementSystemDesignCriteria <br />i. InfiltrationSystem <br />1) Infiltrationoptionsinclude,butarenotlimitedto:infiltrationbasins,infiltration <br />trenches,rainwatergardens,bioretentionareaswithoutunderdrains,swaleswith <br />impermeablecheckdams,andnaturaldepressions; <br />2) Todetermineifaninfiltrationsystemissuitable,eithertheMPCA'scontamination <br />screeningchecklistmustbecompletedoranassessmentmustbeconducted.The <br />checklistorassessmentmustbedocumentedinthesiteplan.Formoreinformationand <br />toaccesstheMPCA's"contaminationscreeningchecklist"seetheMinnesota <br />StormwaterManual; <br />3) Mustbedesignedsuchthatpreexistinghydrologicconditionsofwetlandsinthevicinity <br />arenotimpacted(e.g.,inundationorbreachingaperchedwatertablesupportinga <br />wetland); <br />4) Mustnotbeexcavatedtofinalgrade,orwithinthree(3)feetoffinalgrade,untilthe <br />contributingdrainageareahasbeenconstructedandfullystabilizedunlesstheyprovide <br />rigorouserosionpreventionandsedimentcontrols(e.g.,diversionberms)tokeep <br />sedimentandrunoffcompletelyawayfromtheinfiltrationarea. <br />5) Whenexcavatingtowithinthree(3)feetoffinalgrade,the applicant muststakeoff <br />andmarktheareasoheavyconstructionvehiclesorequipmentdonotcompactthe <br />soilintheinfiltrationarea; <br />6) Apretreatmentdevicesuchasavegetatedfilterstrip,forebay,orwaterqualityinlet <br />(e.g.,gritchamber)toremovesolids,floatingmaterials,andoilandgreasefromthe <br />runoff,tothemaximumextentpracticable,mustbeusedbeforethesystemroutes <br />stormwatertotheinfiltrationsystem; <br />7) DesignedtoprovideawaterqualityvolumeasdescribedinSection3.b.iii,3.b.iv,and3.b.v; <br />March2024|wqstrm498 <br />Page 18 of 23 <br /> <br />
