City of Centerville Planning and <br />Zoning Commission <br />June 4, 2024 <br />Motion by Commissioner Kalina seconded by Commissioner Olson to close the public hearing. <br />All in favor. Motion carried. <br />The public hearing was closed at 6:35p.m. <br />V. AWARDS, PRESENTATIONS, APPEARANES <br />1. None <br />VI. OLD BUSINESS <br />1. LaLonde First Addition <br />a. Preliminary Plat <br />b. Conditional Use Permit for Planned Unit Development <br />Administrator Statz introduced this item, and asked the developer to explain the changes they made <br />since the public hearing in May. <br />Presentation by Developers <br />Marcus Ebert with Ebert Construction thanked the Commission for having them back and explained <br />that they listened to the feedback from the May public hearing and incorporated some of the requested <br />changes. <br />Notable changes: <br />1. The west portion (shown in orange) on the north leg of the building has been moved on the <br />west side of the south leg of the building, thereby lowering the height as viewed from the <br />west quite a bit. <br />2. Two units were then removed from the third floor at the west end of the south leg to give the <br />building a softer appeal. <br />3. A combination of a fence with arborvitae is proposed to draw a hard line between the <br />property and the school from a safety perspective. <br />Questions from the Commission <br />Commissioner Nelson asked about garbage and the ability of the trucks to turn around. Jacob <br />Budenski, with Ebert Construction, reviewed the location of the dumpster caddy on the plan and <br />reviewed options for trash removal. <br />Commissioner Seppala asked if the dumpster caddy was big enough for 300 residents. Mr. Budenski <br />noted that there would be two or three dumpsters (trash and recycling) and the size is sufficient. <br />Commissioner Thompson asked what the trash enclosure would look like. Mr. Budenski noted that <br />there would be a fence around the dumpster. The fence does not match the fence around the property, <br />but he noted that that fence could be any color. <br /> <br />Commissioner Kalina asked why there are gaps in the fence on the north side. Mr. Budenski stated <br />that it is for the arborvitae. The Commission expressed preference for a continuous fence. Mr. Ebert <br />said that would not be a problem. <br /> <br />Commissioner Seppala asked about the noise from the garbage haulers backing up. She also asked if <br />the city code allows garbage bins to be placed on the street. Administrator Statz noted that the trash <br />needs to be hidden from public view, adding that he doesnÓt know that it would be a problem for a <br />couple hours. <br />Page 2 of 16 <br /> <br />
