City of Centerville Planning and <br />Zoning Commission <br />June 4, 2024 <br />spaces per city code (2:1). An escrow or other security will be provided to the City for three years <br />to allow construction of additional parking spaces if, in the opinion of the City Council, there are <br />parking problems warranting additional parking on site. <br />Plus, the following conditions: <br /> Architectural Plans with a level of detail to show, at a minimum: <br />o Elevation views of all 4 sides of the building, including material call-outs <br />o Floor Plans of all 3 floors of residential living and the parking level <br />These plans shall be reviewed and approved by the Planning Commission. <br /> The building shall be designed, constructed and maintained to include the list of amenities <br />associated with the proposed Luxury Apartment as detailed in the developerÓs presentation <br />to the Planning Commission at the Concept Review Stage. <br />Administrator Statz noted that the City Council will review this recommendation, knowing that some <br />of the items will be brought back to the Planning Commission for further review. <br /> <br />VII. NEW BUSINESS <br />1. 2010 Fairview Street Î Use Review Î Caliber Collision (Auto Glass <br />Replacement/Repair) <br />Administrator Statz introduced this item as presented in the packet. <br /> <br />Motion by Commissioner Olson, seconded by Chair Krueger to support the Zoning <br />AdministratorÓs finding that the use is Ðclosely similarÑ to the Machine and Repair Shops <br />(indoors); a permitted use on the Table of Allowed Uses in the City Code. All in favor. Motion <br />carried. <br />2. Chapter 157: Erosion Control Î Minimum Control Measures for (MCM) Ordinance <br />to be in Compliance with Construction Stormwater Requirements for Erosion, <br />Sediment, and Waste Controls. <br /> <br />Administrator Statz introduced this item as presented in the packet. <br /> <br />Motion by Commissioner Olson, seconded by Chair Krueger to approve the replacement of <br />Chapter 156: Erosion Control ordinance with the model ordinance. All in favor. Motion <br />carried. <br />VIII.APPROVAL OF MINUTES <br />1. May 7, 2024, Planning & Zoning Commission Meeting Minutes <br />Administrator Statz introduced this item as presented in the packet, noting revisions to comments <br />th <br />. Mr. BriglÓs comments were expanded to <br />provided by Tyler Brigl at the public hearing on May 7 <br />include the last two paragraphs: <br />Tyler Brigl, 1295 Mound Trail <br />Mr. Brigl said that when he tells his friends he lives in Centerville they do not know where it is and <br />thatÓs what a small town is and thatÓs what a small-town feel is. He stated that small towns do not <br />have 104-unit apartment buildings. Mr. Brigl asked the Commission to look at the situation and the <br />morality of it because community matters, and the community does not want this. Mr. Brigl also <br />stated that things should be built on merit, so if the development goes through then make them build it <br />on their own, without financial assistance because it is not right or fair for the community. <br />Page 15 of 16 <br /> <br />
