Memorandum <br />Date: August 23, 2024 <br />To: Honorable Mayor and City Council Members <br />From: Mark Statz, PE – City Administrator/Engineer <br /> <br />Subject:Downtown Master Plan Logistics <br />At the City Council’s last meeting, a public hearing was held on whetheror not to <br />institute a moratorium on Planned Unit Developments in the M-1 and M-2 Zoning <br />Districts as suggested by the Planning and Zoning Commission. In short, this would have <br />paused all development in downtown for a period of up to a year. The purpose of the <br />proposed moratorium was to study the guiding documents related to downtown <br />redevelopment, including the: Downtown Master Plan and Development Guidelines, <br />Comprehensive Plan, City Code. The purpose of the study would be to clear up existing <br />discrepancies on issues such as density, building height, number of allowed building <br />stories, parking, architecture and the like. Additionally, the planning commission <br />recognized that the public has expressed interest in revisiting the feasibility of downtown <br />redevelopment as it is presented in the Downtown Master Plan. <br /> <br />At the conclusion of the public hearing, the City Council voted 3-2 in favor of the <br />following motion, which did not include a moratorium. <br /> <br />Resolution: <br /> <br />WHEREAS, the community concern of malalignment of documents is supported by the <br />City Council who also feels that there is a malalignment of documents that are guiding <br />decisions, and <br /> <br />WHEREAS, the council declined to vote for a partial or complete moratorium, today, <br /> <br />NOW THEREFORE, be it resolved that the City Council of the City of Centerville <br />expresses to the community that they are completely committed to investigating, <br />engaging, and supporting a community-involved and professionally supported pathway to <br />realigned documents and goals. <br /> <br /> <br /> <br />
