Based on the direction from the Resolution, above, staff has begun laying out a path, by <br />which, the city’s elected officials, appointed boards, and the public at large can <br />collaborate on an updated vision for the city’s core. <br /> <br />Fix Inconsistencies <br />As a first order of business, aimed at preventing a repeat of the issues encountered during <br />the review of the LaLonde development, staff would review, with the Planning <br />Commission, the issues which seemed to have the most obvious inconsistencies. Once <br />the issues are identified and a direction on each fix is established, public hearings would <br />be called to allow edits to the required documents. The fixes here would not proport to <br />change the underlying vision of the Downtown Master Plan or Comprehensive Plan, it <br />would simply align the existing documents. <br /> <br />In general staff recommends aligning documents to clarify that the M-2 district <br />should be made up of buildings of 2 stories or less, with densities less than 30 <br />units/acre. <br /> <br />Staff anticipates this could take as little as 2 months, as shown below. If changes to the <br />comprehensive plan are required, those changes could take an additional month or two. <br /> <br />Schedule <br /> September 3 – P&Z Reviews issues, gives direction on fixes, calls for public <br />hearings. <br /> October 1 – P&Z Holds public hearings on fixes. <br /> October 9 – City Council has first reading of new ordinances/master plan <br />language <br /> October 23 – City Council has second reading and authorizes publication <br /> October 29 – Changes are published and go into effect. <br />Downtown Reimagined <br />The larger goal of a reimagined downtown plan will take much longer; perhaps a year or <br />so. There is no reason that this process cannot take place in parallel with the quick fixes <br />described above. <br />Scope <br />Before a process like this can begin, the Council will need to lay out their boundaries for <br />the effort. Namely, should the process reexamine key goals and policies from the <br />Comprehensive plans, such as: <br /> Provide a housing mixture that will allow for low, middle and high-income <br />families… <br /> Plan densities and provide services for a sustainable population in excess of <br />5,000 people at full build-out. <br /> Development of workforce rental housing <br /> <br /> <br />
