City of Centerville <br />City Council Meeting Minutes <br />August 14, 2024 <br />Administrator Statz clarified that there was a comment that said that he has intimated that a moratorium <br />would cause the County to come and grab that money back. Mr. Statz added that if he said that then that <br />was an error, and the County could come tomorrow, or they could come 10 years from now; there is no <br />trigger necessarily for them to come back and ask us for that money back. <br /> <br />Council Discussion <br />Discussion ensued about revising our planning documents, civic engagement (pass recruitment efforts; <br />recognition for current engagement), duration of a moratorium (6-12 months), reputation with developers, <br />densities, consideration of everyone, ongoing dialog with the community, and engaging a planning firm, <br />as well as citizens. <br /> <br />Motion by Council Member Koski, seconded by Mayor Love to adopt option # 3 - A moratorium <br />prohibiting development by a planned unit development for projects with 1. Residential uses with <br />densities less than or equal to 12-15 units per acre; 2. Uses greater than two habitable floors above <br />grade; and 3. Uses no greater than thirty-five (35) feet in height as measured on all sides of the <br />building. Council Member Koski voted Aye. Council Member Mosher voted Aye. Council Member <br />Taylor voted Nay. Council Member Sweeney voted Nay. Mayor Love voted Aye. Motion carried 3- <br />2. <br /> <br />Administrator Statz requested clarification on if the Council was prohibiting less than 12 units per acre. <br />Council Member Koski said that the intent of his motion was to allow a maximum of 15 units per acre <br />with no minimum. Attorney Glaser advised that if he wanted to allow a minimum below 12 then the <br />motion on the moratorium blocks this. <br /> <br />Council Member Koski, seconded by Mayor Love rescinded his motion. All in favor. Motion Fails 3-2. <br /> <br />A new motion was introduced. <br /> <br />Council Member Sweeney, seconded by Council Member Mosher made a motion to not impose <br />any sort of a moratorium on development, but that we get working on revising our documents. <br /> <br />Council Member Taylor asked for clarification on whether this was a substantive motion or support for a <br />resolution. Attorney Glaser asked if the purpose is to block a moratorium and Council Member Sweeney <br />said yes. Council Member Taylor asked for a point of clarification, noting that it’s not required if there is <br />not a moratorium. Council Member Taylor asked for a friendly amendment to say that this council fully <br />supports and expects and asks staff, citizens and the council to evaluate the alignment of the documents. <br />Council Member Sweeney accepted the friendly amendment. <br /> <br />Page 11 of 13 <br /> <br /> <br />
