City of Centerville City Council Meeting Minutes September 11, 2024 Motion by Council Member Taylor, seconded by Council Member Koski to Authorize Staff to Obtain Proposals for the Purchas and Installation of Playground Equipment with a Cost of $427,000 at Lauri LaMotte Memorial Park Offering a Full-Range of Experiences for All and to Amend the Park Equipment Capital Replacement Plan by Moving LaMotte Park to 2025 and moving Royal Meadows to 2030. All in favor. Motion carried. 4. Placemaking Feature - Cornerstone Park Administrator Statz stated that Placemaking is on the EDA Strategic Plan and Councils Strategic Plan and the Parks Committee had heard all of this and thought what they could do to move this along. Administrator Statz stated that Cornerstone Park has been on the list for placemaking. He went on to say that Cornerstone Park and Hidden Spring Park where built with the funds provided by the Sanitary Sewer Fund loan. He also stated that Cornerstone Park was proposed to have a fountain and trellis area with both being removed from the plan due to funding. Administrator Statz stated that something was to go into the center of the ring and it has been about 15 years or so. He stated that there were some nice flowers current in the center, but something larger scale/more impressive would be very nice. He explained that the Parks Committee had came up with placing a Fiore Tree in that location. He explained that it was a metal structure that look similar to a tree but was a planter that would hold hanging flower pots. He explained that this would be a new feature so Park Dedication Fees could be utilized for the purchase. Administrator Statz stated that there was a robust discussion at the Committee meeting regarding other features that could be added to the park. He stated that the Committee has completed several events asking residents for their recommendation for priorities and of them, history, first responders, veterans memorial, and a broader vision for something larger. He stated that it was felt that a sub-committee should be formed for meeting, accepting public input, grass-root ideas, etc. for more. Motion by Council Member Taylor, seconded by Council Member Sweeney to Approve the Purchase and Installation of a Fiore Tree (7-Pot Grande) at Cornerstone Park and to Support the Organization of a Sub-Committee to Make Recommendation for a Memorial Wall, art piece, historical monument, etc. at the Same Park in the Near Future. Discussion was had regarding feeling rushed into making a decision, the Parks & Recreation Committee discussing the tree for months, blue tooth options, led lighting options for the tree, etc. Administrator Statz showed an aerial photo of the park, a rending being provide and the Council will have an opportunity to weigh in on options, the placement of the port-a-pot, concerns over the cost of the hanging plants, maintenance, the tree being custom built, placemaking is something that you cannot miss Î Ðhere I amÑ, entice, engage, set apart a boundary that may or may not have been aware of, an item making a pause and standing out, artistic beauty, apolitical, super engaging, and giving the Committee the freedom to be creative.
