City of Centerville City Council Meeting Minutes September 11, 2024 He stated that staff inspected the park, determined that somethings could be completed to make it better in the mean time without feeling bad about replacing the equipment in 5 years. He stated that Council will be addressed regarding minor expenditures for repairs and making experiences better to Royal Meadows in the meantime. He stated that it would be less than $5,000 for the accommodations. Administrator Statz stated that funding for LaMotte Park would come from the Capital Equipment Replacement Fund ($300,000) and Park Dedication Fund ($127,000) and totaled $427,000. He also stated that the Park Dedication Fund contains approximately $400,000 in cash and has a debt of $850,000. Administrator Statz explained the question of whether or not is it good to keep the debt on the records. Discussion ensued regarding whether or not to forgive that loan, putting adaptive equipment in Royal Meadows using Park Dedication Fees, wish list items or Capital Improvement Plan which is dependent on future development, can we complete Royal Meadows prior to the 5 year plan, the committee wants to see equipment fixed, uses by everyone, LaMotte Park was the premium park and others from outside of the community use the park, where to place the equipment, going out for bids, adaptive equipment being integrated for all to use, if equipment that was removed from LaMotte it may be placed in another park, things that people will see their tax dollars being used for. Administrator Statz stated that forgiving the loan would not speed up the replacement process. He explained that Park Dedication Fees can only involve placement of new equipment not replacement of existing equipment. Administrator Statz stated that it would be best to use Capital Replacement Funds to replace existing equipment and then utilize Park Dedication Fees that would be above and beyond just replacing existing equipment. Administrator Statz felt that maybe a better time to have a discussion of forgiving the loan, it should be at a later time. Administrator Statz showed a photo of the stair/platform that needed to be replaced at Royal Meadows and stated that he anticipated it to cost under $1,500, Council Member Sweeney asked if alternates to the bid for the equipment for LaMotte which would contain repairs to other parks. Administrator Statz stated that he felt that the $427,000 + $45,000 in repairs to Acorn Creek Park it was a very lucrative bidding opportunity for vendors. Administrator Statz stated that he would be showing each vendor the Capital Equipment Replacement Plan which will also entice a vendor in becoming the vendor of choice for the City. Council Member Koski asked for the advantages of holding on to the debt and Administrator Statz explained that Park Dedication Fees are paid by developers per lot or unit for apartment buildings, etc. Each new person in town creates a new need for park equipment to be available. He stated that State legislature had allowed a fee to be charged to developers but it must be based on something. He stated that you have to show what you are going to build, have a total and by total buildout how many new homes or units would there be and divide them and come up with a per unit cost. He explained that the City’s current fee is $3,000, that it is competitive with neighboring communities and ensuring that the fee being charged is defensible if a developer were to challenge that. He stated that having the debt is an item on the list as the funding was pre-spent and owing. He explained that the listing for park amenities that are desired may stand on its own to justify the $3,000 fee as it has been some time since the items have been looked and bids received. He also stated that neighboring communities have also not increased their fees as they want to vie for construction and be developer friendly. Discussion ensued regarding leaving the debt, with the addition of homes it would provide an opportunity to increase the tax levy, placing additional funding in the Capital Equipment Replacement Fund and having additional ways of paying down the debt. Mayor Love explained that the debt was from the installation of the trail system.
