City of Centerville <br />City Council Meeting Minutes <br />September 11, 2024 <br />and items for heavier equipment. He stated that they also install those items and complete minor repairs <br />but not rebuilding engines. He stated that it is a similar business to the mechanic type work that was going <br />on previously, but Iron Valley Equipment also sells and displays their equipment. He stated that it is an <br />allowed use in the zoning district. Administrator Statz stated that the item was being brought forward <br />because Iron Valley Equipment desired for additional outside storage. Administrator Statz stated that <br />outside storage was a part of the previous businesses use and the usage has remained continuously for 20+ <br />years. He stated that the outside storage existed prior to the rules for outside storage were enacted so the <br />right for them to continue using that remains. He also stated that staff requested that Iron Valley <br />Equipment submit a site plan showing how they intended on utilizing the property for outside storage. He <br />reported that they have agreed to install some additional plantings/buffering (7 pine trees) and Staff felt <br />that this would be an overall improvement to the existing site. Administrator Statz stated that Iron Valley <br />Equipment has a site in St. Cloud and one in Fargo and are looking to expand into the Twin Cities. He <br />stated that he felt that this could be an incubator space for them, with them then growing and needing <br />additional amenities in the future. Administrator Statz stated that he thought that within 3-5 years they <br />may desire to tear down the existing building, rebuild, pave the parking lot, and improve the site. He <br />reported that the Planning Commission recommended approving the site plan. <br /> <br />Administrator Statz stated that the parcel is unique as it houses two buildings on the lot and that the <br />th <br />building does not abut 20 Avenue North. Administrator Statz stated that the outside storage area exceeds <br />the existing code requirements but the buffering is better than code. <br /> <br />Discussion ensued regarding existing fencing and additional fencing to be constructed by Iron Valley <br />Equipment on the south side so there were no security issues. He also stated that they would be fencing <br />the front portion as per the site plan. Council Member Koski who also serves as Liaison to the Planning <br />& Zoning Commission stated that the owner was at the meeting who seemed to be respectable and who <br />stated he had met with some of the abutting property owners who had previous issues with lighting on the <br />site from an abutting business. Council Member Koski stated that the owner was interested in the business <br />for its storage as it is difficult to come by. Council Member Koski stated that the owner stated that they <br />have completed work for the City of Centerville in the past. He stated that he was appreciative to the <br />business for being proactive in speaking with the neighbors. <br /> <br />Motion by Council Member Koski, seconded by Council Member Taylor to Approve the Site Plan <br />th <br />for Iron Valley Equipment (7137 – 20 Avenue North) as Submitted. All in favor. Motion carried. <br /> <br />3. Playground Equipment Replacement Plan (Revised) & Purchase of Adaptive Play <br />Equipment <br /> <br />City Administrator Statz stated that he was very excited to bring this amended plan back to Council, <br />believes it has more synergy with other items that the Committee wants to do. They have been speaking <br />for numerous years about adding some adaptive play equipment. He stated that the Committee has <br />selected equipment totaling $127,000, they would like to place all of that equipment at Laurie LaMotte <br />Memorial Park which spurred the thought of aligning the installation with the replacement equipment. He <br />stated that the plan was to replace the equipment in Laurie LaMotte Memorial Park in 2030 and a plan to <br />purchase adaptive equipment in 2025 for the same park. He stated that it does not make sense to place <br />the adaptive equipment along side the existing equipment and then remove the existing equipment in 5 <br />years. He stated that it would look like it was pieced together rather than something that feels integrated. <br />He stated that he felt that there would be an advantage to receiving bids on all of the equipment at once. <br />He reported that the draw back to this would be that Royal Meadows Park would be put off by 5 years. <br />Page 7 of 10 <br /> <br /> <br />
