Executive Director, Holly LaRochelle conducted the
visit and reviewed enhanced security measures they are putting in place after a year in which email Phishing
campaigns affected five of the member communities. Holly also reviewed new tools we can use to monitor
training, help desk usage and other metrics.

Email Security Breach Update
rd
Staff has completed our review of the email security breach from earlier this year, working with a 3 party
consultant to analyze what files or emails were accessed. After reviewing all of the emails accessed by the
threat actor, we have identified three individuals whose private information may have been compromised.
Those parties have been notified of the breach and offered credit monitoring services, free of charge. The
rd
costs to the city for the 3 party consultant and credit monitoring services are being reimbursed through the
cityÓs insurance carrier. The city has also worked with the consultant and the League of Minnesota Cities
Insurance Trust to find ways to minimize our risk of this type of event in the future. There is no ongoing
threat to the cityÓs systems.

ELECTIONS
Canvassing
Voting results were canvassed at the November 13, 2024, City Council Meeting.
