e1 viV//V IS,50 Wain Street, CentervidEe, XN 55ojs <br />`-sta&ish1ed -1857 651-42.9-3232orTa-t65.1-429-8629 <br />Memorandum <br />Date: December 23, 2024 <br />To: Honorable Mayor and City Council <br />From: Mark Statz, PE — City Administrator/Engineer <br />Subject: City Administrator Resignation Logistics <br />Background <br />Administrator Statz has tendered his resignation by giving notice on December 19, 2024. <br />His contract includes a 60-day notice clause which reads: <br />"If the City Administrator decides to terminate employment, he will provide the City a <br />minimum of 60 days' notice of his intent to terminate. " <br />Administrator Statz has said he will honor this clause to the extent the City Council <br />continues to find value in his employment. Should he continue through the full 60 days, <br />his employment would end on February 17 (President's Day). <br />Hiring a City Administrator is an important task and will have several decision points. <br />The following outlines some of the relevant issues. We have also attached the League of <br />Minnesota Cities' "Toolkit". <br />Appointing an Interim Administrator <br />The City Council may wish to appoint an Interim Administrator until the next City <br />Administrator is hired. Options include: <br />• Appointing the Assistant Administrator <br />• Appointing the City Clerk <br />• Hiring an Interim Administrator <br />Appointing the Assistant Administrator <br />Assistant City Administrator, Athanasia Lewis was hired in January of 2022. With three <br />years of experience under her belt, she is well positioned to take on this role. One of the <br />reasons for hiring an Assistant Administrator was to ensure there is a continuity of <br />operations when the Administrator is unavailable or terminates their employment. <br />Appointing the City Clerk <br />Clerk Bender has over 25 years of experience and has been the interim administrator <br />along with former Public Works Director, Paul Palzer on a couple of occasions when the <br />Administrator was terminated. <br />
