Often, it is appropriate for a temporary pay rate increase for whomever is appointed to be <br />applied while in the role of Acting Administrator. The city attorney should be consulted <br />regarding the potential need to move this to a salaried position. <br />The League of Minnesota Cities has a stable of former administrators who are ready to <br />step in on a temporary basis to Fill the role of Administrator if the city wants a more <br />senior person at the helm. An rate of around $100/hr would be typical for this <br />arrangement. <br />In the absence of a City Administrator or Interim Administrator, the City Clerk would be <br />authorized to sign various documents, contracts and the like. <br />It will be important to name an Interim City Administrator even before the departure of <br />Mr. Statz, so that communications, and other issues can begin to be directed to that <br />person. <br />Initiating a Search for the City Administrator Position <br />There are a few different approaches to hiring a City Administrator. Options include: <br />• Having city staff prepare hiring materials and publish the opening on various <br />platforms. <br />• Having the personnel committee lead the effort, with city staff support. <br />• Hiring a professional search firm. <br />Staff -led Process <br />With this method, staff would prepare a draft position description, including salary range, <br />benefits and other details for approval by the City Council. Staff would also outline the <br />process related to evaluation of the applications, interviewing and other logistical issues <br />for the Council's approval. Finally, staff would arrange interviews and facilitate making <br />an offer of employment. <br />While this method may be the most cost effective, it may be complicated by one or more <br />of the staff members wishing to be candidates for the position, themselves. Additionally, <br />with the size of the city's staff, the absence of one person from the office staff will add <br />significantly to the workload of the remaining 3.5 FTEs. Adding these tasks to that <br />workload could prove taxing. <br />Personnel Committee <br />Utilizing the Personnel Committee to complete the search for the next administrator may <br />be a way to keep costs down, while separating the process from city staff, a bit. The city <br />attorney's office may be able to help with some of the administrative duties related to the <br />search to ease the burden on current staff and to keep the process independent. <br />Search Firm <br />Professional Service Firms routinely conduct searches for executive level positions in <br />both the private and public sectors. Attached to this report are two proposals from firms <br />capable of performing the work. Detailed work plans and a scope of services are <br />included.
