City of Centerville <br />Planning and Zoning Commission <br />December 03, 2024 <br /> <br />Public Comments <br />Lucas Wiborg provided the following comments via email: <br /> <br />ÐGeneral Comments: <br /> The Table of Allowed Uses should include terms already defined in the code whenever <br />possible for simplicity's sake. <br />o For example, Light Manufacturing is already defined in the code, so it would be <br />consistent to use the Light Manufacturing definition in the table instead of "light <br />assembly." Similarly, Contractor's Yard is already defined in the code and should <br />be used instead of "construction trade offices and yards" and potentially "real <br />estate-related businesses." <br />Any use not defined in the code should be added to the code's definitions (Sec. <br />156.006) for clarity. <br />o For example, "real estate-related businesses" is vague, and it is not defined in the <br />code. What does it mean? My hunch is that most of the "real estate related" uses are <br />either office, contractors, and/or service-based businesses that would meet the <br />existing Contractor's Yard definition or Business and Professional Offices. (Note <br />that Business and Professional Offices is listed on the Table of Allowed Uses but is <br />not defined in Sec.156.006) <br />Comments on the Addition of "Construction Trade Offices and Yards (within building <br />only)": <br /> I oppose adding "Construction trade offices and yards (within building only)" to the Table <br />of Allowed Uses as a Permitted Use. Contractors should have reasonable access to an <br />exterior yard. Contractors of all types and sizes need exterior space to store equipment and <br />materials that are impractical to keep inside a building due to clearance, weight, size, <br />restricted maneuverability, and/or economics. Instead, I support adding "Construction trade <br />offices and yards" as a Conditional Use to B-1 with reasonable performance standards. <br />Additionally, I ask the council to modify the language "Construction trade offices and <br />yards" to Contractor's Yard, which is already defined in the code (Sec. 156.006). <br /> Listing a use twice to clarify "indoor only" is confusing and unnecessary. Business and <br />Professional Offices is already a Permitted Use in B-1, B-2, and I-1 districts. Most office <br />uses (e.g. contractor's office, manufacturing office, or real-estate office) should fall under <br />this office use for the "indoor only" portion and the office component of these businesses is <br />likely accessory to an already permitted use on the property. If there is confusion on <br />whether or not a "contractor's office" falls under Business and Professional Offices, the <br />council should add a definition for Business and Professional Offices to Sec. 156.006. <br />Further, the council may consider renaming this use to "General Office" to better reflect <br />the intent of the use. Other indoor-uses (e.g. manufacturing, assembly, sales, services, <br />retail, repair, warehousing, etc.) should be governed per the Table of Allowed Uses if they <br />are the principal use. <br />To summarize: <br /> Uses already defined in the code (Sec. 156.006) should be used on the Table of Allowed <br />Uses to avoid confusion. <br />Page 2 of 4 <br /> <br />
