A portion of the development is within the Shoreland Management Overlay District of Pelter <br />Lake which is classified as a natural environment lake. Within the shoreland district, land is <br />guided both low density and medium density. Single family dwellings are allowed in the <br />shoreland district. Theselots are non-riparian because they do not directly abut the lake due to <br />Peltier Lake Drive and a strip of land owned by the Board of Water Commission-St. Paul. The <br />townhomes are not in the shoreland district and therefore are not subject to shoreland PUD <br />requirements. <br /> <br />Lot Width and Lot Sizes <br /> <br />The attached PUD Land Use and Shoreland Regulation Chart that summarizes lot width, lot <br />depth and lot sizes requirements. The shoreland ordinance allows for a minimum 80ft wide <br />single family lots, two-family/duplex and triplex/quad/townhomes. The development proposes <br />single family dwellings and townhomes; however, some of the single family lots are 65ft wide x <br />125ft deep. The two-family/duplex requirements are a minimum lot size of 8,775 sf and 130ft <br />lot width. This would equate to a single family lot 65ft wide x 135ft deep. <br /> <br />Staff Comments: <br />1.Staff supports PUD flexibility for the 65ft wide single family lots as long as the lot depth <br />is 135ft and shoreland lot size requirementsare met. <br />2.The shoreland district boundary line shall be added to all plan sheets. <br />3. Impervious surface coverage of lots in the shoreland district shall not exceed 30%. <br /> <br />Setbacks <br /> <br />The setback from the OHWL 884.7 EL is 150ft. This setback would only be applicable to the <br />three (3) lots near Peltier Lake. <br /> <br />Staff Comment: <br />1.The 884.7EL OHWL shall be shown on future plan sets. <br />Building Design Standardsand Other Performance Standards <br /> <br />Building and architectural design standard review is not required at concept plan level. City <br />Code Section 1007.043 details minimum residential building design standard requirements. The <br />conventional residential zoning districts also provide addition requirements. <br /> <br />Staff Comments: <br />1.The end townhome units (1R and 5R) abutting the public street shall incorporate higher <br />st <br />architectural standards similar to the Watermark townhomes along 21 Ave N. <br />8 <br /> <br />
