Diane Hankee, PE
City Engineer
600 Town Center Pkwy
Lino Lakes, MN 55014-1182
Direct 651-982-2430 Fax 651-982-2499
dhankee@linolakes.us
From: Mark Statz <MStatz@centervillemn.com>
Sent: Tuesday, February 13, 2024 1:49 PM
To: Diane Hankee <DHankee@linolakes.us>
Cc: Paul Palzer <PPalzer@centervillemn.com>
Subject: Watermain Interconnect Issues

Diane,

You and I spoke, briefly, at the City Engineer’s conference about the issues at the northern
rdst
watermain interconnect (73/21 Street) between our two communities. As I understand it, this
summer, we believe that about 20 MG of water flowed from Lino Lakes into Centerville. Our JPA
governing the interconnect says that we should pay you back by sending the same amount of water
back to you. I am supportive of that solution. If you are supportive of that, as well, I will direct our
Public Work Director to work with yours and figure out the logistics of how/when to make that
happen.

Let me know if you’d like to explore other options.

After figuring out how to give you back the water, we should discuss the future of this interconnect.
I would submit the following thoughts:

The current southern interconnect (Cedar St) has been working well for many years and does
not seem to be a problem. No change in operations or equipment is suggested here.
Centerville and Lino Lakes PW staff should make a regular practice of reading the meter at the
interconnect along with their respective meter reading cycle and report in to each other on
what was read. Any significant flow recorded should be reported to the two City Engineers
immediately.
Centerville will be pursuing a way to connect the meter to our SCADA system, so that we can
set an alarm to trigger any time the meter is running (water is moving through the
interconnect).
We are OK with shutting the manual valves, at this point, to ensure no further transfer of
109
