CITY OF CENTERVILLE <br />P OSITION D ESCRIPTION <br />Position Title: C ITY A DMINISTRATOR <br />Department:Administration <br />Accountable To:City Council <br />Status: Exempt Date: June 2005 <br />PRIMARY OBJECTIVE OF POSITION: <br />Assist the City Council, as their chief administrative aide, in the development of public policy. <br />Develops and implements programs, work plans and budgets which advance the City Council’s <br />policies with the involvement and assistance of City Department Heads and Staff. Plans, <br />coordinates, directs, and evaluates, under Council direction, the delivery of municipal services. <br />Perpetuates and manages the collaborative and team-oriented culture with all City Employees. <br /> <br />SUPERVISION RECEIVED: <br />Works under the general guidance and direction of the City Council. <br /> <br />SUPERVISION EXERCISED: <br />This position is responsible for the supervision of all City Staff. <br /> <br />ESSENTIAL DUTIES AND RESPONSIBILITIES: <br />Program Planning/Budget Responsibilities <br /> Develops yearly work plan and budget in collaboration with Department Heads to carry out <br />the City Council’s annual goals, guidelines and strategies. <br /> Recommends organizational and policy planning priorities with well documented, objective <br />reports designed to inform and advise the Council in establishing public policy. <br /> Provides information related to contemplated municipal projects and programs as required by <br />City Council. <br /> Keeps City Council updated on City business, projects, budgets, and fiscal condition of the <br />City. <br /> Responsible for annual financial statement and annual report. <br /> Directs the preparation of the budget. <br /> Insures all necessary documents are filed with the State and County regarding tax levies, levy <br />limits, etc. <br /> Insures all required reports are submitted to the State of Minnesota and County as required. <br /> Oversees cost control activities; monitors revenues and expenditures to assure sound budget <br />and fiscal controls. <br /> <br />Personnel Management <br /> Supervises Department Heads and Administrative Staff. <br /> Develops and maintains, with Department Heads, a collaborative and team-oriented culture <br />within the City organization and among City Staff, which includes, but is not limited to <br />orientation, clear job descriptions, salary and benefits programs, union negotiations, timely <br />and consistent performance review of employees and on-going communication. <br />163 <br /> <br />
