It will be up to the Mayor if she is willing to take any commentary from the audience on this issue.
The tax credits available to this project come through the Inflation Reduction Act of 2022 (see below).
The executive order seems to revoke or at least pause the distribution of funds allocated under that act (the IRA of 2022), especially as they relate to clean energy. The language I
am looking at is:
Sec. 4. Revocation of and Revisions to Certain Presidential and Regulatory Actions. (a) The following are revoked and any offices established therein are abolished:
…(xi) Executive Order 14082 of September 12, 2022 (Implementation of the Energy and Infrastructure Provisions of the Inflation Reduction Act of 2022);…
Sec. 7. Terminating the Green New Deal. (a) All agencies shall immediately pause the disbursement of funds appropriated through the Inflation Reduction Act of 2022 (Public Law 117-169)
or the Infrastructure Investment
and Jobs Act (Public Law 117-58), including but not limited to funds for…
From: Ivan Starenko <IvanS@mysolarpod.com>
Sent: Wednesday, January 22, 2025 1:51 PM
To: Mark Statz <MStatz@centervillemn.com>; Mouli Vaidyanathan <Mouli@mysolarpod.com>
Cc: Athanasia Lewis <ALewis@centervillemn.com>; Tedd Peterson <TPeterson@centervillemn.com>; Dan Schmitz <DSchmitz@centervillemn.com>; Bruce DeJong <BDeJong@centervillemn.com>; Josh
Johnson <JoshJ@mysolarpod.com>;
Nick Horner <NickH@mysolarpod.com>; Joey Ryan <JoeyR@mysolarpod.com>; Kurt Glaser <kglaser@bbg.law>
Subject: RE: Interconnection application 05970634: Deemed Complete - need online signature
Caution: This email originated outside our organization; please use caution.
Mark,
That is quite a document, but I still don’t see the solar tax credit specifically mentioned so anything to that end would still be speculative like you said. Is the City Council meeting
tonight open to the public, and may I ask
what time that starts?
Thanks,
Ivan Starenko
Project Engineer
C: (309) 948-1964
E: IvanS@MySolarPod.com
From: Mark Statz <MStatz@centervillemn.com>
Sent: Wednesday, January 22, 2025 11:19 AM
To: Mouli Vaidyanathan <Mouli@mysolarpod.com>
Cc: Athanasia Lewis <ALewis@centervillemn.com>; Tedd Peterson <TPeterson@centervillemn.com>; Dan Schmitz <DSchmitz@centervillemn.com>; Bruce DeJong <BDeJong@centervillemn.com>; Josh
Johnson
<JoshJ@mysolarpod.com>; Nick Horner <NickH@mysolarpod.com>; Ivan Starenko <IvanS@mysolarpod.com>; Joey Ryan <JoeyR@mysolarpod.com>; Kurt Glaser <kglaser@bbg.law>
Subject: RE: Interconnection application 05970634: Deemed Complete - need online signature
Mouli,
It is my understanding, that on Jan 20, President Trump signed an Executive Order entitled “Unleashing American Energy” (https://www.whitehouse.gov/presidential-actions/2025/01/unleashing-american-en
ergy/). As I read
this and as I have read several news reports on it, it appears that this order may affect the federal tax credit that was associated with our project since that credit is tied to the
Inflation Reduction Act. I’m not sure anyone
knows for sure if this is the case, but it is certainly not out of the realm of possibility and it will probably take weeks or months to sort that out.
While our direct funding for this project is unaffected, because it is from the state of MN, the federal tax credit was a substantial selling point for us to enter into this agreement.
Without it, I’m not sure the City Council will
want to move forward.
Therefore, this email will serve to suspend all work related to the project, including the ordering of materials, effective immediately.
We have a City Council meeting tonight, so I will add this to the agenda to see if the City Council would want to move forward with the project with or without the federal tax credit.
If they wish to keep moving, I will send an
email tomorrow, letting you know and we can stay on track. If they want to suspend (pause), or cancel our project, you and I should talk, tomorrow about what that looks like.
Thanks.
Mark Statz, PE
City Administrator/Engineer
City of Centerville
1880 Main St.
Centerville, MN 55038
O: 651-429-3232
D: 651-792-7931
C: 651-775-5126
mstatz@centervillemn.com
www.centervillemn.com
@centervillemn
200
