April 1, 2025 <br />Centerville Planning & Zoning Commission <br />Page 5of 17 <br />RE: Downtown Master Plan & Development Guidelines ÏParking Standards <br />COMMERCIALPARKING RATIOS <br />Commercial parking standards are reviewed below from threesources: <br />Current Centerville Zoning Code commercial parking standards <br />Current Master Plan & Development Guidelines standards <br />Standards in other communities <br />A full analysis of all parking requirements would be a larger study that the City may wish to <br />undertake it at some point. This analysis includes only a few selected uses.The trendnationwide is <br />that parking requirements for retail and office uses are decreasing, but context matters Ïlarge <br />urban areas can function with much less parking, dense suburban areas with a little less, while <br />sparsely developed suburban areas still need a moderate parking standard. <br />Current Centerville Zoning Code Commercial Parking Standards <br />Standards for various commercial uses in the Centerville code are in the table below. CentervilleÔs <br />code is unique in that it has severalkinds of commercial uses listed vs. the typical two or three. The <br />listings for Ñgeneral servicesÒ and Ñtrade businessesÒ are not defined in the code and therefore <br />could lead to confusion. The standardsof 6/1,000 for Retail and 7/1,000 for convenience stores are <br />significantly higher than other communities.There are four categories of commercial uses (retail, <br />convenience,general, trade) with standards of 3, 4, 6, and 7 spaces per 1,000 sq ft, which may all <br />be covered by a single ratio in other cities, in most cases 5/1,000.Restaurants are a special case, <br />typically based on seating, but also may include square footage and/or number of employees. <br />Centerville Parking Standards <br />UsesMinimum Parking Required <br />Churches1/3 seats in largest assembly room <br />Schools1/classroom plus 1/3 seats in largest assembly <br />Theaters1/3 seats <br />Restaurants1/3 seats <br />Offices5/1,000 sq. ft. gross floor space <br />Retail6/1,000 sq. ft. gross floor area <br />Convenience stores7/1,000 sq. ft. gross floor area <br />General services4/1,000 sq. ft. gross floor area <br />Trade businesses3/1,000 sq. ft. gross floor area <br />Manufacturing3/1,000 sq. ft. gross floor area <br />Other industrial or warehousing2/1,000 sq. ft. gross floor area <br />Car washes5/stacking per bay <br />Drive-up restaurants5 stacking plus 1/3 seats <br /> <br />
