April 1, 2025
Centerville Planning & Zoning Commission
Page 6of 17
RE: Downtown Master Plan & Development Guidelines ÏParking Standards
Current Master Plan & Development Guidelines standards
The Master Plan does not contain any specific numerical standards for commercial parking. It says
that Ñ\[p\]arking numbers . . .Ò will be Ñsubject to individual review and approvalÒ.I recommend
that this be changed to say parking will be regulated by the Zoning Code.
Standards in other communities
The parking requirements for commercial uses in some other nearby communities situated similarly
to Centerville are summarized in the table below. National studies suggest that parking
requirements for many commercial and office uses are decreasing compared to 20-40 years ago.
Some communities are also adopting maximum parking ratios in addition to the minimums, to
reduce the amount of pavementbeing built. The consensus from theseveral nearbycommunities
surveyed below is5/1,000 sq ft for both commercial and office uses, with different approaches to
clinics Ïsome based on number of doctors, some on the number of employees and exam rooms.
Still other communities (not surveyed below) require a higher parking ratiofor small office buildings
and a lower ratio for larger office buildings.
Commercial Parking Standards ÏSelected Communities
City Use >RetailOfficeClinicBankShopping
Center
Spaces/1,000 sq ft
Lino Lakes 5.05.05.04.05.0
Hugo 4.05.05.04.0N/A
Blaine 5.04.06.72.5N/A
Circle Pines 5.06.06.06.0N/A
Forest Lake 5.05.06/Dr.N/AN/A
Columbus 5.05.01/empl+1/rm5.0N/A
