City of Centerville <br />City Council Work Session & Meeting Minutes <br />February 26, 2025 <br />Finance Director DeJong stated that what was budgeted for in 2025 was five positions. Mr. Palzer <br />retired at the end of 2024 and Mr. Peterson has transitioned to Interim Public Works Director and Mr. <br />Schmitz has transitioned to the Building Official with their new wages being less than Mr. PalzerÓs <br />salary which there is an overall savings of $40,000 over the entire five member staff. <br /> <br />Motion by Council Member Rios, seconded by Council Member Kubat to approve the hiring Mr. <br />Caleb Molitor at the stated wage and benefits. All in favor. Motion carried. <br /> <br />3.Ordinance #XXX, Second Series, Amending Chapter 156 of City Code (and Table of Allowed <br />Uses) Î First Reading <br /> <br />Mayor Golden stated that no action will be taking place on the item as it was its first reading. <br /> <br />Interim City Administrator Lewis stated that when the LaLonde project came forward a density change <br />was made from 12-30 from 12-45 and this amendment would change it back because the density in the <br />Downtown Master Plan was lower, and this would conform to consistence between the documents. <br /> <br />Mayor Golden stated that this density was from 2023 before the LaLonde project. <br /> <br />Discussion was had regarding the required public hearing, the Planning & Zoning Commission holding <br />the public hear, whether there were any comments at the public hearing with none being noted. <br /> <br />Interim City Administrator Lewis stated that additional proposed amendments were clarifying light <br />manufacturing, adding automotive detailing to both the context of the Chapter and the Table of Allowed <br />Uses. She stated that retail sales of cannabis and commercial sales and services were also added to the <br />Table of Allowed Uses. <br /> <br />Discussion ensued regarding timing of an application versus the amendment and the submitted concept <br />plan/inquiry. Additional discussion ensued regarding sale of cannabis and requirements. <br /> <br />4.Res. #25-0XX Î Amending the Downtown Master Plan Guidelines <br /> <br />Mayor Golden stated that the Planning & Zoning Commission modified the plan as contained in the <br />packet. <br /> <br />Interim City Administrator Lewis stated that the Commission spent several months reviewing the <br />document and a summary of the changes are correcting the verbiage regarding density (e.g. high, medium <br />and low), verbiage regarding the term floor versus story, that the 35Ó foot height requirement and examples <br />for architectural requirements and parking the responsibility of the developer. <br /> <br />Discussion ensued, concern for spaces required between zoning districts or documents as the code requires <br />two parking spaces for R-3 and one parking space per bedroom in the plan, strategic planning, meetings <br />with additional boards, and gratitude was expressed for the CommissionÓs hard work. Council Member <br />Kubat expressed interest in removing outdated images and that maybe it would be time to start fresh with <br />a new plan. Concern for making everyone happy and a current plan that is outdated and development as <br />reference will probably never happen and Council Member Koski stated that he would not support density <br />of 12-30 and he stated that he wanted it lower. <br />Page 4 of 6 <br /> <br /> <br />
