City of Centerville <br />Planning and Zoning Commission <br />January 7, 2025 <br /> <br />anticipated, plus one guest space per 10 units. Densities in the M-2 District were reduced from 12- <br />45 to 12-30 units. Administrator Statz noted that stand-alone commercial buildings are allowed in <br />both M-1 and M-2 and do not have to have residential above it. Administrator Statz noted that <br />staff would add an addendum to the Downtown Master Plan to include the architectural elements. <br />Other changes to the Downtown Master Plan provide clarification, such as noting that the mixed- <br />use corridors are the M-1 district, and the Downtown Neighborhood District is M-2. <br /> <br />Commissioner Thompson asked if shared parking would be allowed with the permitted changes. <br />Administrator Statz noted that the intent of the changes is to clarify that the developer should not <br />start from a place of shared parking and that it could be granted through a PUD. <br /> <br />Commissioner Seppala asked if the changes made to the Downtown Master Plan conflict with the <br />Comprehensive Plan. Administrator Statz said that he did not think so and that most of what’s in <br />the Comprehensive Plan is much broader in scope. Administrator Statz noted that there had been a <br />Comprehensive Plan Amendment increasing the density for the LaLonde project from 30-45 units. <br />Administrator Statz will check to see if another Comprehensive Plan Amendment is needed since <br />the density is being lowered back to 30 units. <br /> <br />2. Update – Peltier Ponds – Lino Lakes Development <br />Administrator Statz introduced this item as presented in the packet; he stated that he talked <br />through all of the concerns outlined in the memo with the planner in Lino Lakes. Administrator <br />Statz noted that Lino Lakes staff shares the same concerns about traffic coming out onto public <br />roads. Administrator Statz said that he spoke with Lino Lakes staff about traffic patterns, trails, a <br />traffic study, a roundabout, etc. A full list of comments from Administrator Statz’s memo <br />outlining the City’s concerns is in the December 3, 2024, Planning and Zoning Commission <br />meeting minutes. Administrator Statz recommended that the Commission monitor this project as it <br />goes through the development process. Administrator Statz let the Commission know that a note <br />about the proposed developed, and the ways to provide comments, has been included on utility <br />bills that will be mailed to Centerville residents later this week. <br /> <br />VII. NEW BUSINESS <br />1. Recommendation to City Council on candidate(s) for the open position on the <br />Planning and Zoning Commission <br /> <br />Administrator Statz introduced this item as presented in the packet. <br />Motion by Commissioner Seppala, seconded by Commissioner Thompson to recommend to <br />council to appoint Jim Carciofini to the Planning Commission.
