City of Centerville <br />City Council Meeting Minutes <br />April 9, 2025 <br />Glaser stated the watershed district is basically for development and the DNR would be for all the water <br />ways. Interim City Administrator Lewis stated that she would research the matter. <br /> <br />V.PUBLIC HEARING <br /> <br />1.MS4/SWPPP Annual Public Input Meeting <br />Interim City Administrator Lewis stated that every year the city must hold a public hearing regarding the <br />CityÓs storm sewer system permit, which is included in the councilÓs packet. At this public hearing the <br />city invites the public to give input on the cityÓs Stormwater Pollution Prevention Plan (SWPPP). <br />Ms. Kellie Schlegel, the CityÓs Engineer, reviewed the information in the council packet regarding MS4. <br />She stated that Municipal Separate Storm Sewer System (MS4) is owned by the state, city or village or <br />other public entity that discharges to waters of the U.S. ItÓs designed to use or collect or convey <br />stormwater, not combined with sewer. Also, itÓs not part of a publicly owned treatment sewage system. <br />She reviewed who was involved with the stormwater management regulations in Centerville and the <br />impact of municipal operations. She also stated that there are 6 minimum control measures for the city to <br />remain in compliance; the criteria are as follows: public education and outreach, public participation and <br />involvement, illicit discharge detection and elimination, construction site storm water runoff control, post- <br />construction storm water management, and pollution preventions and good housekeeping for municipal <br />operations. <br />Ms. Schlegel reviewed how Centerville currently complies with the MS4 permit, referencing information <br />in the packet. <br />Mayor Golden opened the Public Hearing for the MS4/SWPPP at 6:45 p.m. <br />Motion by Council Member Koski, seconded by Council Member Kubat, to close the Public Hearing <br />regarding the MS4/SWPPP at 6:50 p.m. Roll Call: Mayor Golden, Council Members, Kubat, Koski, <br />Rios in favor. Council Member Mosher was unable to vote due to technical difficulties. Motion <br />carried. <br /> <br />Council Member Koski stated that he had a couple of comments. He stated that over the years we have <br />had several public hearings on storm water runoff. He feels that itÓs important when he sees residents <br />mowing the lawn and raking leaves that these materials are not getting blown into the street because if <br />they are then the clippings and leaves end up in rivers, streams and lakes. Council Member Koski asked <br />Interim City Administrator Lewis about the storm water ponds with the inlets and outlets. She stated that <br />she received information from Mr. Peterson, Interim Public Works Director, that they are on a five-year <br />evaluation schedule. Council Member Koski wanted it known that the city should educate residents, <br />especially those that live around the ponds as to why they should be kept clean and the cost to do so. <br />VI.APPROVAL OF THE MINUTES <br /> <br />2.February 26, 2025, City Council Work Session & Meeting Minutes <br /> <br />Mayor Golden provided an opportunity for the Council to make modifications if needed. <br /> <br />Interim City Administrator Lewis stated that where some changes that need to be made.
