City of Centerville <br />City Council Meeting Minutes <br />April 9, 2025 <br />Motion by Council Member Koski, seconded by Council Member Kubat, to Approve the Consent <br />Agenda Items 1 through 8 and Item# 10 as presented. Roll Call: Mayor Golden, Council Members, <br />Kubat, Koski, Rios in favor. Council Member Mosher was unable to vote due to technical issues. <br />Motion carried. <br /> <br />Item #9. Mayor Golden stated the request for an Encroachment Agreement at 1832 Old Mill Court for a <br />fence. Council Member Rios stated in the request for council action it says the applicants are requesting <br />to place a 4 ft black chain link fence and in agreement on page 66, it is listed as a 6 ft fence. She is not <br />sure if this is an issue. Interim City Administrator Lewis stated that she would have to confirm with our <br />City Clerk, Teresa Bender, which is correct, but believes the agreement is correct. Council Member Kubat <br />stated it shows 6 ft fence in the actual agreement. He also stated that it might be a typo in the council <br />action. On the RFCA should say 6 not 4. So, they will take as 6 ft fence. <br /> <br />Mayor Golden motioned to make the change on the RFCA to reflect a 6 ft black chain link fence. <br /> <br />Motion by Council Member Kubat, seconded by Council Member Rios, to Approve the <br />Encroachment Agreement as presented in packet, which notes a 6-foot fence on page 66. Roll Call: <br />Mayor Golden, Council Members, Kubat, Koski, Rios in favor. Council Member Mosher was <br />unable to vote due to technical issues. Motion carried. <br /> <br />Interim City Administrator Lewis requested a 5-minute recess to reconnect with Council Member Mosher. <br />Mayor Golden recess council meeting at 7:10 p.m. <br /> <br />Mayor Golden called the meeting back to order 7:15 p.m. <br /> <br />VIII. OLD BUSINESS <br /> <br />Mayor Golden stated that Item #3 under New Business Ord.# XXX Second Series Amending City Code, <br />Chapter 156 §156.052 Mixed Use Neighborhood District (M-2), (B) Permitted Uses. See Table 156-A.1, <br />(1) Ð12 and 30Ñ from Ð12 and 45 Ñ is now Old Business Item #2. <br /> <br />1.Amazon Noise Mitigation Concept Plan <br />Interim City Administrator Lewis reviewed the packet regarding the noise study. She stated that the results <br />of the study stated that noise study report did not conclude there was an issue with the noise level, but we <br />have heard a couple of complaints from residents who are hearing the release of the air brakes on the <br />trucks and on occasions, the backup beeper. <br />She stated that the city has an $80,000 escrow from Amazon for implementation of noise mitigation <br />measures. While the required noise study did not indicate that Amazon is out of compliance with the <br />development agreement standards, they are willing to provide some additional mitigation measures. They <br />have identified 12 ft high mature trees for planting in strategic locations. They are also willing to provide <br />acoustic wrapping for the fence along the west side of the site. These good faith suggestions seem <br />reasonable to staff. Staff is recommending approval of the concept plan as presented. <br />A lengthy discussion ensued as to how many trees would be planted, the care of the trees (upkeep & <br />irrigation), the noise study, how high the fence would be and if there were any comments from residents. <br />Council requested that a revised plan be reviewed by the council before measures for implementation are <br />taken.
