City of Centerville <br />City Council Meeting Minutes <br />April 9, 2025 <br />Mayor Golden motion to approve the Amazon Noise Mitigation Concept Plan with the changes that <br />were made that they update the concept and bring back including height of the fence and looking <br />at shrubbery and just giving us the next concept plan, seconded by Council Member Kubat, to <br />approve Amazon Noise Mitigation Concept Plan with the changes as presented. Roll Call: Mayor <br />Golden, Council Members, Kubat, Koski, Rios in favor. Council Member Mosher was unable to <br />vote due to technical issues. Motion carried. <br /> <br />2.Ord. #XXX, Second Series Amending City Code, Chapter 156, §156.052 Mixed Use <br />Neighborhood District (M-2), (B) Permitted Uses. See Table 156-A.1, (1) Ð12 and 30Ñ from <br />Ð12 and 45Ñ <br /> <br />Interim City Administrator Lewis reviewed what was in the packet and stated that this is Second Reading <br />th <br />of Ordinance XXX, amending Chapter 156 of the Zoning Code was heard at the March 12 council <br />meeting. The revisions included amending density in the M-2 district from 12-45 units/acre to 12-30 <br />units/acre. Since there was considerable discussion about the 12-30 units/acre in the downtown area, <br />Council requested that the Planning and Zoning Commission (P&Z) take another look at density and bring <br />back a recommendation to Council for further consideration. Interim City Administrator Lewis stated that <br />Mr. Phil Carlson (City Planner), reviewed density requirements in the downtown and the Planning and <br />Zoning Commission made a motion to recommend that the Council revise the M-2 density to reflect 12- <br />30 units/acre. The Planning and Zoning Commission wants to reinstate the 12-30 units/acre (which is what <br />the density reflected prior to the Lalonde development proposal). <br /> <br />Motion by Mayor Golden, seconded by Council Member Rios, to approve Ordinance # XXX, Second <br />Series amending Chapter 156 of the Zoning Code to revise the density requirements from 12-45 <br />units/acre to 12-30 units/acre, as presented. <br /> <br />A lengthy discussion ensued as to what the density should be. Council Member Koski stated that he would <br />like to see the density much lower than what the current plan shows. <br /> <br />Roll Call: Mayor Golden, Council Members, Kubat, Rios in favor. Council Member Koski, nay. <br />Council Member Mosher was unable to vote due to technical issues. Motion carries 3 to 1. <br /> <br />IX. NEW BUSINESS <br /> <br />Mayor Golden stated that they will be starting with Item #5 then to Item #6 so that the City Engineer can <br />depart. <br /> <br />1. Res. #25-0XX - Requesting the Release of HRA Funds from Anoka County <br /> <br />Interim City Administrator Lewis stated that the City's EDA established a Revolving Loan and Grant Fund <br />program in 2021 to assist local businesses with facade enhancements. The city's program was initially <br />funded with $25,000, and the funds have been spent on enhancement projects in the community. Staff is <br />requesting that the council authorize staff to request the release of $50,000 for the city's HRA fund, <br />administered by the County. <br /> <br /> <br />Page 5 of 9 <br /> <br />17 <br /> <br />
