City of Centerville <br />City Council Meeting Minutes <br />April 9, 2025 <br />Motion by Council Member Koski, seconded by Mayor Golden, to adopt Res. #25-017 - Requesting <br />the Release of HRA Funds in the amount of $50,000 from Anoka County, as presented. Roll call: <br />Mayor Golden, Council Members, Kubat, Koski, Rios in favor. Council Member Mosher was <br />unable to vote due to technical issues. Motion carried. <br /> <br />3.Res. #25-0XX - Authorizing Release of Amazon Infrastructure Escrow <br />Interim City Administrator Lewis reviewed what was in the packet regarding the Release of Amazon <br />Infrastructure Escrow. She stated that several securities were posted by Ryan Companies on behalf of <br />Amazon with the execution of the developer's agreement for their site. Ryan Companies has requested full <br />release of the infrastructure escrow. The work has been completed and approved. The two-year <br />infrastructure warranty period has passed with no issues regarding the water main according to Public <br />Works staff members. She stated that Amazon is only requesting the release of the $105,000 Infrastructure <br />Escrow. <br />Motion by Council Member Kubat, seconded by Council Member Rios, to approve Res. #25-018 - <br />Authorizing Release of Amazon Infrastructure Escrow as presented. Roll Call: Mayor Golden, <br />Council Members, Kubat, Koski, Rios in favor. Council Member Mosher was unable to vote due to <br />technical issues. Motion carried. <br /> <br />4.Res. #25-0XX Î Amending the Downtown Master Plan <br /> <br />Interim City Administrator Lewis stated that on the February 26th council meeting, the council adopted <br />Resolution 25-019 - revising the Downtown Master Plan to create consistency with the City Code with <br />the revisions, with the exception of parking, were adopted. Since the parking is inconsistent (per bedroom <br />instead of per unit as outlined in the Code). The council requested that the P&Z take another look at the <br />parking standards in the DMP. She stated that Mr. Carlson, City Planner, recommends 2 parking spaces <br />per unit for the residential downtown area, which will then mirror the City Code. The P&Z made a motion <br />to recommend to Council that they approve the 2 parking spaces per residential unit in downtown. The <br />P&Z would like to spend more time evaluating parking standards as we go through our upcoming planning <br />initiative with consultants from the University of Minnesota. <br /> <br />Motion by Council Member Rios, seconded by Council Member Koski, to approve Res. #25-0XX Î <br />to revise the Downtown Master Plan to reflect a minimum of 2 parking spaces per unit to be <br />consistent with the parking standard in the city code, as presented. Roll Call: Mayor Golden, <br />Council Members, Kubat, Koski, Rios in favor. Council Member Mosher was unable to vote due <br />to technical issues. Motion carried. <br /> <br />5.Well #1 Rehabilitation <br />Interim City Administrator Lewis reviewed what was in the packet regarding Well #1. She stated that <br />Well No. 1 is located at Tracy McBride Memorial Park. This well is currently designated for emergency <br />use only. She stated that this well is not fully functional for daily use. <br />Ms. Schlegel, City Engineer, stated that there are 2 wells in the city. Well #2 is located at City Hall and <br />Well #1 is located at Tracy Joy McBride Memorial Park. She stated that there is a proposal in the packet <br />from Stantec for the services that are related to redevelopment of Well #1. She stated that the city would <br />need to hire a licensed well-driller so the well and pump are evaluated as to where the source of the sand <br />is coming from.
