City of Centerville <br />City Council Work Session & Meeting Minutes <br />March 26, 2025 <br />Ms. Melissa Jacques, 7389 Old Mill Road, introduced herself and stated that Brian Drive and Old Mill <br />Road were alternates for the 2025 Mill & Overlay Project and she wanted to know more about that. <br /> <br />Ms. Kellie Schlegel, Engineer-Stantec, introduced herself and reviewed the information contained in the <br />packet. Ms. Schlegel also stated that she would address any question of the Council and the public. <br /> <br />Al LaMotte, 1643 Heritage Street, stated that he was all for an overlay; however, he stated that he lived <br />on the portion of Heritage Street that was vacated, and he has been maintaining the roadway for numerous <br />years. He stated that his argument was that the city needed to maintain the roadway if the roadway had <br />drainage and utilities. He stated that it has an underground sewer line and underground filtration system <br />going underneath it. He stated that he was not asking for a Mill & Overlay, but rather for the roadway to <br />get plowed. He stated that he was told that the city would not plow the roadway because it dead-ends and <br />snowplows would need to reverse to complete the task. Mr. LaMotte stated that there are other areas in <br />town where the plows need to back up. He stated that he was asking for the city to plow and maintain the <br />vacated roadway. He stated that he has been maintaining the roadway over the years and requested for <br />the city to seal coat the roadway. <br /> <br />Mayor Golden asked if staff could have an opportunity to review the request and possibly have Mr. <br />LaMotte back at Council for additional discussion. She thanked Mr. LaMotte for bringing the issue to <br />CouncilÓs attention. <br /> <br />Mr. Ole Mersinger, 6936 Tourville Circle, stated that his notice had the incorrect parcel identification <br />number on it. He stated that his question was about the assessment calculation and asked if the bids came <br />in lower if the amount would decrease. He felt that over the years the amount has increased approximately <br />15% and that oil prices have decreased and an asphalt plant just down the road in Columbus. He stated <br />that he did understand that each project encompasses lots of differing sizes, and this project was one of <br />them. Ms. Schlegel stated that the assessment is not necessarily capped by anything at this point. She <br />stated that it is up to Council and the bids. Ms. Schlegel stated that bidding has been competitive this year <br />and she was hoping that they would receive many bids. Mr. Mersinger stated that if the bids were lower, <br />that would lower the assessments. Mayor Golden Council would be mindful of the costs that are passed <br />on to residents while being mindful of the financial responsibilities of the city. Ms. Schlegel stated that <br />in 2022, the reverse happened where Council estimated the assessments and then the bids came in <br />substantially higher and rather than raising the assessment, Council chose to keep the assessments at the <br />proposed initial amount with the city covering a higher portion. <br /> <br />Ms. Melissa Jacques, 7389 Old Mill Road, stated just to reiterate that alternates to the bid would be Old <br />Mill Road and that portion of Brian Drive on May 14, 2025. She asked if the assessment calculation was <br />based on road footage and Ms. Schlegel stated that the assessment would be the same for all parcels <br />regardless of footage. Ms. Jacques asked about curbs and gutters and if there were replacements and <br />lawns were disrupted could she ask for something other than grass seed for the repairs. Ms. Schlegel <br />stated that the contractor is required to restore any disturbed areas and if the residents did not want that <br />and desired to repair themselves they could. She stated that staff would be coordinating all the inspection <br />and resident coordination on the project so you would need to communicate your wishes to the city and <br />staff will work with the contractor. Ms. Jacques stated that she is fine with the grading but has a large <br />amount of prairie plantings. Ms. Schlegel stated that there would be communication in the future. Mayor <br />Golden stated that she would encourage Ms. Jacques to overcommunicate with the city regarding this <br />project so that any disturbed areas would be repaired to her liking or others if the situation was similar. <br /> <br />Page 3 of 7 <br />7 <br /> <br />
