Stantec <br />anticipates one site visit will be conducted with regulatory staff to review the delineation. <br />Task 3: Hydraulic Analysis <br />Stantec will complete a hydraulic analysis of the proposed bridge, as well as a technical report documenting <br />the effects of the proposed alternative and prepare a MnDOT risk assessment. Bridge 02J04 is in a <br />Federal Emergency Management Agency (FEMA) Special Flood Hazard Area (SFHA) Zone AE with a <br />regulated floodway. The FEMA effective HEC-2 model will be obtained from the MnDNR FEMA Hydraulic <br />Model DownloadApplication online tool. The effective model includes the Brian Drive proposed bridge <br />replacement location. Stantec will complete a hydraulic analysis to include the following: <br /> Verify FEMA effective HEC-2 model with MnDNR staff <br /> Import HEC-2 model to HEC-RAS (Version 6.6) <br /> Create HEC-RAS model conditions including: Duplicate Effective, Corrected Effective (Existing), <br />and Proposed Î with multiple proposed options, as needed <br /> Size the proposed bridge opening to ensure Ðno-riseÑ Î may require iterations of the proposed <br />condition <br /> Produce Hydraulic Data Form and Risk Assessment, per MnDOT guidelines <br />o Documentation will be used as part of both MnDNR Public Waters Permit and State Bridge <br />Fund applications <br /> Complete ÐNo-RiseÑ Certification and all associated materials for submittal to the local floodplain <br />authority and MnDNR. <br />o It is anticipated that a Ðno-riseÑ will be achieved and a FEMA Letter of Map Revision <br />(LOMR) will not be required. If a Conditional Letter of Map Revision (CLOMR) or LOMR <br />are required, we can submit a fee estimate for this additional service. <br />Task 4: Permitting and Agency Coordination <br />Stantec will coordinate with regulatory agencies during the design process and obtain the following permits <br />that will be required for the structure replacement: <br /> Rice Creek Watershed District <br /> Us Army Corps of Engineers Î Joint Application Form <br /> MnDOT State Aid Bridge Office <br />Based on a review of the Public Waters Inventory (PWI), no DNR regulated public waters are present in the <br />project area; therefore a DNR Public Waters Permit is not required. It is also likely that no wetlands are <br />present outside the ordinary high water level of the waterbody that crosses the site, therefore no wetland <br />33 <br /> <br />
