City of Centerville <br />Planning and Zoning Commission <br />June 3, 2025 <br /> <br />The public hearing is still open from the previous meeting. <br /> <br />Public Comments <br />Linda Broussard Vickers at 6756 Centerville Road (previous Planning & Zoning Commissioner) <br />provided a brief history of the CommissionÓs interpretation of the City Code regarding lakeshore <br />lots (front/rear yards), possible language amendments that had not been completed regarding these <br />lots, homes without garages being allowed to have a Ðdetached garageÑ rather than it being <br />considered an Ðaccessory structureÑ, definition of a front yard being that space in front of the <br />building line, allowable fence height of 6Ó in the side and rear yards with a fence height of not <br />exceeding 3Ó and decorative in the front yard. Ms. Broussard Vickers also added discussion <br />regarding front yard definition on those lots that were corner lots as being driveway location. <br />Mr. Mark Olson, 7867 Eastwood Road, Mounds View, explained that he was a builder and was in <br />attendance for another matter. He stated that he would like to provide a comment regarding houses <br />on corner lots and their definitions of front, side and rear yards being from the back of the curb to <br />where it meets the home and setbacks. He stated that he has worked with other communities to <br />allow a deck to be placed in a side yard but not being able to place footings in a setback but was <br />allowed to cantilever a portion of the deck within the setback. <br /> <br />Ms. Broussard Vickers asked about the possible addition of language to the City Code allowing <br />Accessory Dwelling Units for caregivers/family members only on parcels. She stated that the City <br />of Blaine was allowing these types of units. Ms. Broussard Vickers stated that as her property is <br />rather large, she would prefer that the size requirements be different rather than meeting the <br />minimum Code requirements for a single-family home per zoning district. <br /> <br />Motion by Commissioner Thompson, seconded by Commissioner Carciofini to close the <br />public hearing at 7:37 p.m. All in favor. Motion carried. <br />2. Variance Request Î 7239 Main Street Deck Encroachment in Easement <br />Planner Phil Carlson introduced this item as presented in the staff report, noting that the applicant <br />has an updated certificate of survey. Phil reviewed the criteria for granting a variance and <br />recommends not granting it based on findings of fact outline in the staff memo. <br /> <br />The public hearing was opened. The applicant, Mark Olson at 7867 Eastwood Road in Montsville, <br />MN, provided a brief history of his project, as well as discussions he had with former <br />administrator mark about sewer placement and his need for the variance. Mr. Olson noted that one <br />footing would be in the setback. <br />Motion by Commissioner Thompson, seconded by Commissioner Nelson to close the public <br />hearing. All in favor. Motion carried. <br />3. Variance Request Î 7064 Centerville Road Î Detached Garage <br />Planner Phil Carlson provided a brief overview of the requested variance Î the information was <br />limited due to an incomplete application due to there not being enough information pertaining to <br />the gas line noted in the application. <br />The public meeting was opened and will remain open until the next meeting, when a more <br />complete staff report will also be provided. <br />Page 2 of 3 <br />93 <br /> <br />
