Nfnp <br />To:Athanasia Lewis, City AdministratorFrom:Kellie Schlegel <br />City of CentervilleStantec <br />Project/File:193807350Date:September 3, 2025 <br />Reference: Brian Drive Pond Water Level and Drainage <br />Background: <br />The City has been aware of drainage concerns associated with a small private pond (ÐBrian Drive PondÑ) <br />adjacent to several properties along the north side of Eagle Trail and the east side of Brian Drive. The <br />concerns are primarily driven by the poor drainage in the rear yard of 6996 Brian Drive. Over the last <br />several months, Staff and Council have been working with the property owners and exploring options to <br />address the concerns. I have attached previous memos regarding this issue for background information. <br />Most recently, this issue was discussed at the July 9, 2025 Council meeting. At that meeting, it was <br />determined that the previously proposed option of installing a piped outlet to the pond was not an amenable <br />solution, and Council directed staff to explore other options to address drainage concerns associated with <br />the pond. <br />Existing Conditions: <br />On July 23, city staff, Councilmember Koski, and I visited the site and reviewed the conditions of the pond, <br />the rear yard of 6996 Brian Drive, and the outlet channel. Subsequently, we collected additional survey <br />information on August 19, 2025. <br />The following is a summary of the site observations and preliminary survey results: <br /> 6996 Brian Drive has a walkout basement. The rear yard of 6996 Brian Drive is relatively flat <br />between the house and the pond, with areas of ponding and saturated turf. Based on the surveyed <br />elevations, there does appear to be a small area within the backyard that is higher than the existing <br />low floor elevation that may be partially preventing water from draining away from the home. <br /> The lowest home elevation adjacent to the pond (6996 Brian Drive) is 905.54. The other homes <br />adjacent to the pond all have low elevations that are higher than that of 6996 Brian Drive. <br /> The only outlet for the pond is a swale at the northeast corner. The swale is rather small in size, <br />(approximately 1Ó wide and 1Ó deep in areas), undefined in areas, and flow appears to be inhibited <br />in several locations by sediment, debris, and brush. <br /> The swale flows through the rear yards and brushy areas approximately 375Ó to the east to an <br />existing culvert roughly 24Ñ in diameter. <br /> The water level of the pond at the time of the survey was approximately 903.50. The highest point <br />of the swale is 904.1, roughly 22Ó downstream of the pond. This indicates that the pond level would <br />need to rise roughly another 0.6Ó before water would freely outlet the pond via the channel. <br />The attached Figure displays the existing conditions, including surveyed elevations and the channel profile. <br />87 <br /> <br />
