City of Centerville <br />City Council Meeting Minutes <br />July 23, 2025 <br />1.EDA Proposed 2026 Budget Î President Mark Remillard <br />EDA President, Mark Remillard reviewed the proposed 2026 EDA budget. He reported that the board <br />was requesting a $40,000 transfer and stated that the amount was lower than the previous year. EDA <br />President Remillard stated that the BoardÓs budget was broken into different categories: business <br />development, continuing education, payroll, professional services, supplies and legal service. He shared <br />that the boardÓs largest expenditure was for business development. <br />Council Member Kubat asked why EDA needs $40,000 when they have $91,000 in their current budget. <br />EDA President Remillard stated that the BoardÓs intent was to purchase property that may be for sale, and <br />this line item is a fund that is designed to assist businesses in coming to the community. Administrator <br />Lewis also explained that the funds also assist local businesses with façade upgrades. She stated that in <br />this presentation, there had been no additional allocation to that item as it has a healthy balance and the <br />fact that they spent 74% percent of their budget last year. Council Member Rios asked if this could be sent <br />back to EDA for more explanation as to what they planned to use these funds for. Council Member Koski <br />stated that he is curious on what the payback is on the EDA current programs Î Blue Sign and Center <br />Stage. City Administrator Lewis continued to explain how EDA funds are spent. <br />Discussion ensued. <br />Motion by Mayor Golden, seconded by Council Member Rios, to Approve the EDA Proposed 2026 <br />Budged as presented. All in favor. Motion carried. <br />2.Centennial Lakes Police Department Annual Report Î Chief James Mork & Update from <br />Anoke County SherrifÓs Office form Chief Deputy Bill Jacobson <br />Chief James Mork reviewed the Centennial Lakes Police Department annual report, which is located in <br />the packet. <br />Chief Deputy Bill Jacobson introduced himself stating that he works for the Anoka County Sheriff's <br />Department. He stated that heÓs been an officer for over 20 years. He stated that he started his career as a <br />patrol officer at Centennial Lakes PD. He thanked the council for inviting him. He reviewed what the <br />SheriffÓs Department does. <br />V.PUBLIC HEARING <br />1.None. <br />III.CONSENT AGENDA <br />Mayor Golden provided an opportunity for members to pull items for additional discussion.
