Stantec Consulting Services Inc. <br />733 Marquette Avenue, Suite 1000 <br />MinneapolisMN55402-2314 <br />January 9, 2026 <br />Athanasia Lewis ÎCity Administrator <br />City of Centerville <br />1880 Main Street <br />Centerville, MN 55038 <br />Dear Ms. Lewis, <br />Reference: Revised Concept Plan Review Î Southwind Holdings, LLC (Block 7) <br />We have reviewed the project narrative and Concept Site Plan for the proposed Micro Cottages <br />development located west of CSAH 21 (Centerville Road) between Heritage Street and Sorel Street (Block <br />7). The concept plan is dated 12-14-25. The following are our preliminary comments regarding the <br />proposed development: <br />General Notes <br />1. The concept plan shows the existing Anoka County Chain of Lakes Regional Trail being relocated <br />to the westerly edge of the site. Trail connections should be provided to connect this relocated <br />segment to the existing crosswalks to the north and south. In addition, the plan should <br />retain/protect the existing trail that extends easterly along the south side of Sorel Street, east of the <br />existing crosswalk. <br />2. The proposed 20Ó wide drive aisles meet the minimum requirements. However, the Fire Marshal <br />should provide input on the potential need for turnaround areas (i.e. hammerheads) at the westerly <br />termini of the two dead-end aisles. <br />3. Is it our understanding that all drives/roadways through the development will be privately owned <br />and maintained. <br />4. It appears that residential units are shown over the existing sanitary sewer and water main. The <br />developer will need to relocate existing utilities and provide utility easements over the relocated <br />facilities. <br />5. It is likely that one or more of the existing parking stalls along the south side of Sorel will be <br />impacted by the proposed northerly entrance to the development. <br />6. It should be noted that the site will be required to comply with Rice Creek Watershed District rate <br />control requirements. <br />9 <br /> <br />
