Public Drainage Basics <br />¤What is Public Drainage? Drainage systems established by <br />petition to a Drainage authority (historically a county <br />Board) (CD), or District court (JD), multiple counties. The <br />drainage system was paid for and is owned by the <br />property owners it serves. <br />¤RCWD, in its capacity as Drainage Authority, is the <br />custodian and administrator of the drainage system. It <br />does not own the ditch or the associated right-of-way, <br />but does exercise a property interest in those lands on <br />behalf of the other benefited parties that utilize the ditch. <br /> <br />
