3.Calculate the estimated remaining capacity for the City to approve future Tax Abatements <br />(for other projects in the future), should the City approve a Tax Abatement for the Project. <br />4.Assess and prepare recommendation for the Tax Abatement for the Project based on <br />statutory requirements and limitations in the Act. <br />5.Work with the City to determine the maximum number of years that the Tax Abatement <br />may be considered for the Project. <br />6.Prepare memorandum of findings and summary of financial evaluation for the Project and <br />need for the Tax Abatement. <br />źȌ/¸«¶§¸«Ɏ¶¸«¹«´º§º¯µ´ɎºµɎº®«Ɏ"¯º¿Ɏ"µ»´©¯²Ɏ§ºɎ§Ɏ½µ¸±Ɏ¹«¹¹¯µ´ɎºµɎ¯´¬µ¸³Ɏº®«Ɏ"¯º¿Ɏ"µ»´©¯²ȟ¹Ɏ <br />decision on whether to proceed to call for public hearing for the consideration of <br />establishment of the Tax Abatement for the Project. <br />8.Attend a City Council work session to present results of NSI findings and summary of <br />financial evaluation of the Project and need for the Tax Abatement. <br />9.Subject to City Council direction, work with the City and the Developer to set and distribute <br />calendar of preliminary dates for the process to approve the Tax Abatement. <br />10.Assist attorney to the City with preparation of resolution calling for public hearing and <br />notice of public hearing all pursuant to statutory requirements for mailing and publication. <br />11.Assist attorney to the City with the preparation of Tax Abatement resolution for the Project. <br />12.Prepare for and attend the public hearing. <br />The scope of work shall include attendance at two City Council meetings. <br />COMPENSATION <br />For the services specified, NSI shall be paid an amount not to exceed $12,600. The amount is <br />based on the estimated number of hours to complete these tasks at an hourly billing rate of <br />$315 per hour. NSI will bill the City monthly for actual services performed. <br />The City may at its discretion authorize NSI to undertake additional tasks, including meeting <br />attendance, beyond the tasks listed above. Additional planning services will be billed monthly <br />at a rate of $315 per hour. <br />Invoices will detail the work performed, requested compensation for the period and show <br />amounts previously billed. <br />ASSIGNED NORTHLAND EMPLOYEE <br />The NSI employee responsible for providing services pursuant to this agreement and for the <br />services performed is Tammy Omdal, Managing Director. <br />Professional Service Agreement Page 2 <br />30 <br /> <br />
