City of Centerville <br />City Council Work Session & Meeting Minutes <br />July 9, 2025 <br /> <br />Administrator Statz recommended obtaining Special Assessment Agreement and Waivers from the <br />affected property owners but to date, two have been received and the other two have stated that they were <br />not interested in participating in the project as their properties would receive the most work and <br />inconvenience. <br />Mayor Golden asked if any of the affected property owners were present at the meeting. <br />Mr. Toni Boddie, 6996 Brian Drive, stated that they have owned their home since October, 2019, and the <br />major issue is the pond sits higher than the base of his home. Mr. Boddie stated that upon a rain event, <br />the rainwater does not run to the pond and rather stays in his yard making it difficult to mow. Mr. Boddie <br />also stated that he has damage to the back of his home due to the condition. Mr. Boddie stated that his <br />rear yard is unusable. <br />Mr. Boddie stated that he does not want to get rid of the pond or have his neighbors be finically responsible <br />for pond repairs or his water issue; but rather that former City Administrator Statz state that a walkout <br />home should not have been constructed on the parcel along with staffing changeovers with the <br />Administrator position and the city’s engineering firm. Mr. Boddie also stated that former Administrator <br />Statz had stated that the developer filed bankruptcy. <br />Council Member Kubat raised several questions regarding the City’s policy for similar projects as the <br />property owner paying 75% and the City paying 25% of the project versus what former Administrator <br />Statz posed for this project of the City paying 73% and the property owner paying 25%. <br />A lengthy discussion ensued as to the costs, financial responsibility, assessments, policy, etc. <br />Mayor Golden stated that she would like to assist but felt that additional research needed to be completed <br />as quotes for the originally proposed project were several years old and that there may be additional <br />options. <br />Motion by Mayor Golden, seconded by Council Member Kubat, to table the item. Roll-Call: Mayor <br />Golden, Council Members Koski, Kubat, Mosher and Rios. Motion carried. <br /> <br />IX. NEW BUSINESS <br /> <br />1. 7064 Centerville Road Variance Request for Detached Garage <br />Mr. Evan Monson, City Planner, reviewed the planning report that was included in Council’s packet <br />regarding 7064 Centerville Road variance request to construct a new, detached garage (20’ x 24’) on the <br />lot. He reviewed the motion from the Planning & Zoning Commission to approve the variance and <br />answered questions posed by council. <br />Mr. Charles Peterson, 7240 Main Street, introduced himself to council and answered questioned. <br />Lengthy discussion ensued regarding the size, placement, curb cut, current cement driveway, 2% lot <br />requirement, etc. <br />Motion by Council Member Kubat, seconded by Council Member Rios, to recommend to the <br />Planning & Zoning Commission consideration of the 2% of the lot area relating to accessory <br />structures language as described in City Code for possible amendment(s).
