CITY OF CENTERVILLE <br />WORK SESSION & CITY COUNCIL MEETING <br />NOVEMBER 13, 2025 <br />Pursuant to due call and notice thereof, the City of Centerville held its Work Session prior to its Regularly <br />Scheduled Council Meeting of November 13, 2025, commencing at 5:00 p.m. The Council held its <br />regularly scheduled City Council Meeting at 6:30 p.m., in Council Chambers. The regularly scheduled <br />meeting (6:30 p.m.) was live streamed by North Metro TV. <br />WORK SESSION (5:00 PM) <br />I. CALL TO ORDER <br />Mayor Golden called the meeting to order at 5:00 p.m. <br />1. Roll Call <br />PRESENT: Mayor Nancy Golden <br />Council Member Linda Broussard Vickers (Via Zoom) <br />Council Member Russ Koski NOT APPROVED <br />Council Member David Kubat <br />Council Member Anita Rios <br />Junior Council Member Sophie Wynn (Non -Voting) <br />ABSENT: None <br />STAFF: City Administrator, Athanasia Lewis <br />City Engineer, Kellie Schlegel <br />City Attorney, Kurt Glaser <br />Finance Director, Bruce DeJong <br />II. DISCUSSION ITEMS <br />1. Long Range Financial Plan <br />Finance Director DeJong reviewed a presentation with Council and answered several questions. He stated <br />the importance of infrastructure and equipment purchases and going forward through 2034, taking into <br />consideration revenue sources and cash balances. He explained the importance of determining needs <br />going forward for the 409 — Capital Replacement and 452 — Street Improvement funds. He reminded <br />Council of a loan from the Sewer Fund of $855,127 with offsetting 402 - Park Dedication Fees of $403,899 <br />as of December 31, 2024. He addressed whether Council wanted to forgive the loan or keep it on the <br />books and offset it by new development Park Dedication Fees until the city is fully developed. <br />Finance Director DeJong went on to review all Funds and cash balances. <br />2. PFML Discussion <br />Finance Director DeJong reviewed the information contained in Council's packet and answered several <br />questions regarding the requirements of the new program and regulations. <br />.X <br />
