City of Centerville <br />Work Session & City Council Meeting Minutes <br />November 13, 2025 <br />Other Mayoral Reports — <br />L Jr. Council Member Sophie Wynn — Junior Council Member Wynn stated that the food resources <br />were a great addition to the website. Junior Council Member Wynn stated that the National Honor <br />Society around the holidays generally has projects that assist families with food resources, <br />clothing, book, toy drives, etc. that are always looking for donations and individuals can follow <br />the National Honor Society social media sites to learn more. Junior Council Member Wynn stated <br />that the U of M Empowering Small Communities meeting was extremely informative. <br />g. Attorney Glaser — Attorney Glaser stated that Jessica Thurstin was Centennial Lakes Police <br />Department's new Office Supervisor and Emily Felten is new Centennial Lakes Police Community <br />Service Officer. <br />XI. ADJOURNMENT/RECONVENE WORK SESSION <br />Motion by Mayor Golden, seconded by Council Member Koski to adjourn the meeting of November <br />13, 2025, at 8:56 p.m. Roll call: Mayor Golden, Council Members Broussard Vickers, Koski, Kubat <br />and Rios. Motion carried. <br />WORK SESSION (CONT'D) <br />I. CALL TO ORDER <br />Mayor Golden called the meeting to order at 9:00 p.m. <br />1. Roll Call <br />Mayor Golden, Council Members Broussard Vickers (via Zoom), Koski, Kubat, and Rios were in <br />attendance along with City Attorney Glaser. <br />II. ITEMS OF DISCUSSION (CONT'D) <br />3. Council Retreat — Strategic Planning Session — December 13, 2025 <br />Administrator Lewis stated that Council previously discussed the scheduling of December 13, 2025, at <br />the Hugo City Hall from 8 a.m. to 1 p.m. allowing for a values exercise and input for the 2026 Strategic <br />Plan. Administrator Lewis stated that previous discussions included retaining the 2025 Goals and <br />removing priorities and bulleted information for a starting point for discussions. <br />Following lengthy discussion, the inability of Council Member Broussard Vickers' physical attendance <br />and consensus that her input and participation was appropriate and necessary, it was determined that the <br />Retreat should take place following the return of Council Member Broussard Vickers to Minnesota in the <br />Spring. <br />III.
