City of Centerville <br />Work Session & City Council Meeting Minutes <br />November 13, 2025 <br />and Lino Lakes have a meeting with County staff regarding the project. He stated that a Council <br />Member from Spring Lake Park welcomed Centerville and Circle Pines to the Fire Department. <br />(i) Planning & Zoning Commission — Council Member gave no report. <br />(ii) Centennial Fire District Steering Committee — Council Member Koski stated that he has <br />received several inquiries regarding the Centennial Fire District and collaborating services <br />with Spring Lake Park/Blaine/MoundsView for economic reasons. He also stated that <br />additional meetings would be held regarding the transfer of equipment and assets being <br />transparent. <br />(iii) Anoka County Fire Protection Council — Council Member Koski gave no report. <br />C. Rios — Council Member Rios thanked Administrator Lewis for all of the food resources that were <br />contained in the Administrator's report and prominently posted on the City's website. Council <br />Member Rios extended a welcome to all individuals attending a Tree Lighting Ceremony at City <br />Hall on November 19, 2025, at 6:30 p.m. Council Member Rios stated that both she and Jr. <br />Council Member Wynn attended the U of M Empowering Small Communities meeting. Council <br />Member Rios expressed her gratitude for having the opportunity to participate in the League of <br />Minnesota Cities Fall webinars and she stated that she found them to be extremely useful. <br />(i) Economic Development Authority — Council Member Rios stated that the Business <br />Appreciation Event was held on October 27, 2025, and attended by a dozen local <br />businesses. She extended the city's appreciation for Southern Rail hosting the event, <br />WiseGuys Pizza & Pub for catering the event, Mayor Golden and Administrator Lewis for <br />speaking at the event. <br />(ii) Parks & Recreation Committee — Council Member Rios stated that she attended the <br />meeting in Council Member Kubat's absence. Council Member Rios stated that the <br />Committee held a Work Session prior to their regular meeting last evening where the <br />reviewed the Capital Improvement Plan and additions to the plan and visions for the future <br />(e.g. 4-year Tree Plan, benches, covered picnic tables, bike racks and additional gardens) <br />d. Broussard Vickers — <br />(i) Economic Development Authority — Council Member Broussard Vickers stated that she <br />attended her first meeting. <br />(ii) Centennial Lakes Police Department Governing Board. — Council Member Broussard <br />Vickers gave no report. <br />e. Golden — Mayor Golden stated that she wanted to give the Centennial Lakes Police Department a <br />Shout Out for handling the Project X recently involving a TikTok invite for a party at Laurie <br />LaMotte Park and designed that 4,000 youths were attending with underage drinking, with <br />fireworks, and a DJ. Mayor Golden stated that they were very proactive with barricades and <br />assistance from other departments, and she stated that it was believed that approximately 2,000 <br />individuals were stopped. Mayor Golden stated that the youth convened in Blaine and the city <br />declared an unlawful assembly and then the group was headed to Minneapolis. Mayor Golden <br />stated that she wanted to thank all Veterans. Mayor Golden stated that she was looking forward <br />to the Tree Lighting Ceremony, Santa Parade and Lions Christmas in the Park. Mayor Golden <br />with all a Happy Thanksgiving <br />(i) Centennial Lakes Police Department Governing Board — Mayor Golden stated that <br />Noah Pineault is a new officer. <br />(iv) North Metro Telecommunications Commission — Council Member Golden gave no <br />report. <br />Page 10 of 12 <br />
