City of Centerville <br />City Council Meeting Minutes <br />December 11, 2025 <br />1.Proclamation Recognizing Interim Public Works Director Tedd Peterson for his Years of <br />Service <br />Interim Public Works Director Tedd Peterson was recognized for his more than 26 years of service to <br />Centerville and his retirement at the end of 2025. Acting Mayor Koski read the proclamation in full. <br />2.Proclamation Recognizing Junior Council Member Sophie Wynn for her Service <br />Junior Council Member Sophie Wynn was recognized for her service to the City of Centerville in 2025. <br />3.Downtown Master Plan – Centerville Vision Scope <br />City Planner Fuerst reviewed the Downtown Vision Scope as outlined in the Bolten & Menk proposal. <br />He introduced Mike Thompson from Bolten & Menk. This will be happening with the U of MN Study. <br />Mr. Thompson reviewed the process. <br />Discussion ensued regarding the proposal, billing and completion. <br />Motion by Council Member Rios, seconded by Council Member Broussard Vickers to Approve <br />the Downtown Vision Scope as presented. <br />Roll Call: Mayor Golden, Council Members Broussard Vickers, Koski, Kubat and Rios. Motion <br />carried. <br />4.Update from the U of MN on the Empowering Small MN Communities Program <br />Ms. Ursula Lang, University of Minnesota, provided an update on the Empowering Small Minnesota <br />Communities (ESMC) program. Center for Regional and Urban Affairs representative, Mr. Mike Greco <br />reviewed a PowerPoint presentation. The work done during Phase 1 – Discovery Stage was reviewed. <br />Plans and focus for Phase 2 were reviewed. Mayor Golden requested copies of the PowerPoint <br />presentation. <br />V.PUBLIC HEARING <br />1.Truth in Taxation <br />Finance Director DeJong reviewed the information contained in Council’s packet and reviewed a prepared <br />PowerPoint. <br />Acting Mayor Koski opened the Public Hearing at 7:45 p.m. <br />Ms. Gloria Semmelink, 7202 LaValle Drive, stated she understands the annual increases, but she does not <br />understand why her taxes have gone up so much this year. She does not see any skyrocketing costs. <br />Mr. Nam Ly, 2010 Fairview Street, stated that their property tax was 21.7%. He stated that it was difficult <br />for them to absorb these costs as they were a small business attempting to expand.
