City of Centerville <br />City Council Meeting Minutes <br />December 11, 2025 <br />Finance Director DeJong stated that the State of Minnesota has a proportional property tax system. He <br />stated that increases and decreases are tied to valuation. He explained that the school’s taxing district is <br />larger than just the City of Centerville along with the County’s. Finance Director DeJong stated that he <br />was not familiar with the individual property owners’ taxes, but he was guessing that both properties’ <br />increase in values were higher than the average. He stated that the city’s budget looking ahead is a very <br />minimal increase, but valuations are based on the Assessor. Finance Director DeJong suggested <br />contacting the City Assessor for them to visually inspect properties to more accurately value them. <br />Finance Director DeJong also stated that the State of Minnesota does have programs where, if your <br />property taxes have increased more than 12%, the owner may file for a refund. <br />Motion by Council Member Broussard Vickers, seconded by Council Member Rios, to close the <br />Public Hearing at 8:16 p.m. Roll Call: Mayor Golden, Council Members Broussard Vickers, Koski, <br />Kubat and Rios. Motion carried. <br />Lengthy discussion ensued, increases in valuation affect taxes, County’s taxes and school taxes play a role <br />in the bottom line of property taxes, appreciation for those that attending this evening, the importance of <br />contacting the City Assessor if there are questions in regards to valuations of property, increased inflation, <br />and that the City only controls their portion which is related to its budget. <br />VI.CONSENT AGENDA <br />1.City of Centerville Claims through December 11, 2025 (Checks 37997-38029, 27977-37996, <br />Voided Checks #38008 & 38028 & E2579-E2596, E2564-E2577 & Voided ECheck #2578) <br />2.Centennial Lakes Police Department Claims through December 4, 2025 (Checks #15952- <br />15988, E2025083-2025097 & Payroll Checks #15949-15951 & 15969-15971) <br />3.Centennial Fire District Claims through December 9, 2025 (Checks #10007-10021) <br />4.Successful Completion of Annual Review for Tedd Peterson <br />5.Ord. #XXX, Second Series – Amending Chapter 156 Language – Second Reading and <br />Summary Publication <br />6.Appointment of Junior Council Member – Garrett Schneider <br />7.Plow Mount Carriage for 2021 Chevy Truck <br />8.Ord. XXX, Second Series – 2026 Fee Schedule – Call for Public Hearing <br />Acting Mayor Koski provided an opportunity for members to pull items for additional discussion. <br />Council Member Rios requested that Consent Agenda I #6 be pulled for comment. <br />Motion by Council Member Kubat, seconded by Council Member Broussard Vickers to Approve <br />Consent Agenda Items #1-5, and Item #7 and #8 as presented. All in favor.
