City of Centerville <br />City Council Meeting Minutes <br />January 8, 2026 <br />Motion by Council Member Koski, seconded by Council Member Kubat to Release $80,000 From <br />the Amazon Escrow Account for Completion of the Noise Mitigation Measures. Roll call: Mayor <br />Golden and Council Members Broussard Vickers, Koski, Kubat, Rios in favor. Motion carried. <br />1.Temporary Drainage and Utility Easement Agreements – 6996 Brian Drive Drainage. <br />a.1922 Eagle Trail (Lot 17 Center Villa) <br />b.1932 Eagle Trail (Lot 18 Center Villa) <br />City Engineer Schlegel stated that at the December, 2025 meeting, Attorney Glaser drafted a temporary <br />drainage and utility easement agreements for 1922 and 1932 Eagle Trail as it was determined that the <br />construction area would be between the two homes and may exceed the city’s drainage/utility easement. <br />The property owners have been wonderful to work with throughout this process, and both property <br />owners have signed all the documents for the construction to commence. <br />Discussion ensued regarding the length of the project being approximately a week, the contractor not <br />committing to the quote and the project commencing in the summer. <br />Motion by Council Member Koski, seconded by Council Member Kubat to Approve the <br />Temporary Drainage and Utility Easement Agreements as Presented. Roll call: Mayor Golden <br />and Council Members Broussard Vickers, Koski, Kubat, Rios in favor. Motion carried. <br />VIII.NEW BUSINESS <br />1.Res. #26-0XX – 2026 Appointments <br /> Administrator Lewis reviewed the list contained in council’s packet. <br />Council Member Kubat stated he is not available on Wednesdays for the Parks and Recreation <br />Committee meetings. Council Member Broussard Vickers offered to attend the Parks and Recreation <br />Committee meetings. Council Member Kubat suggested he could become an appointee to the <br />Centennial Lakes Police Department Governing Board. Council Member Broussard Vickers would <br />become the alternate. <br />Motion by Council Member Kubat, seconded by Council Member Koski to Adopt Res. #26-002 <br />– 2026 Appointments as updated. Roll call: Mayor Golden and Council Members Broussard <br />Vickers, Koski, Kubat, Rios in favor. Motion carried. <br />2.Escrow Agreement, Block 7 – Southwind Holding, LLC <br />Administrator Lewis reviewed the information contained in council’s packet and stated that the city is <br />in receipt of an escrow agreement from Southwind Holdings, LLC, to continue the review of a <br />proposed development project for Block 7. She stated that the proposal is for a small-scale <br />neighborhood cottage composed of 1-story and 2-story detached homes.
