City of Centerville <br />City Council Meeting Minutes <br />January 8, 2026 <br />Discussion ensued regarding reviewing Escrow agreements with every plan review and that the <br />numbers of units needed to be modified to 20 units rather than 15. It was stated that this would be <br />updated prior to the Concept review. <br />Motion by Council Member Koski, seconded by Council Member Kubat, to Approve the Escrow <br />Agreement for Southwind Holdings, LLC to Allow for Continued the Plan Review for the <br />Proposed Development on Block 7 with the Noted Change. Roll call: Mayor Golden and Council <br />Members Broussard Vickers, Koski, Kubat, Rios in favor. Motion carried. <br />VII.STAFF AND COUNCIL REPORTS. <br />1.Administrator’s Report <br />Administrator Lewis stated that the report was contained in the packet for council’s review and that she <br />would take questions. <br />2.Council Reports <br />a) Kubat - <br />(i) Parks & Recreation Committee – Council Member Kubat stated that he was unable <br />to attend the meeting. <br />(ii) Centennial Fire District Committee – Council Member Kubat stated that the meeting <br />was held via Zoom and that they review the equipment audit. <br />b) Koski – <br />(ii)Planning & Zoning Commission – Council Member Koski stated that he attended the <br />meeting last night where a new commissioner was appointed. <br />(ii)Centennial Fire District Steering Committee – Council Member Koski stated that the <br />meeting was held, and the purpose was to get an evaluation of the equipment. He <br />reported that some firefighters have retired or resigned and reminded residents to keep <br />fire hydrants cleared. <br />(iii)Anoka County Fire Protection Council – Council Member Koski gave no report. <br />c. Rios – <br />(i)Economic Development Authority–Council Member Rios stated that the December <br />meeting had been cancelled and she gave no report. <br />d. Broussard Vickers – <br />(i)Economic Development Authority – Council Member Broussard Vickers gave no <br />report. <br />(ii) Centennial Lakes Police Department Governing Board – Council Member <br />Broussard Vickers gave no report. <br />e.
