Council Active Transportation Grant Application, 2027 Trail Project <br />BACKGROUND AND SUPPLEMENTAL INFORMATION: <br />In the spring of 2026, PW staff assessed the City's trail system with a pavement condition process based on engineering <br />standards for asphalt wear/tear classifications. Approximately half of the trail pavement in the city has a <br />"good/satisfactory" to "fair" scale ratings which will require crack sealing and sealcoating. The remaining half of the total <br />lineal trail footage for the City has a "poor" to "very poor" pavement condition rating. The current CIP has $718,000 <br />assigned in 2027 for trail work. Staff is therefore requesting the City Council to direct staff to write a grant application for <br />trail replacement and maintance assistance with the Met Council's Active Transportation process. This grant recently <br />opened in May and closes in late June 2026. Staff recommends that the "poor/very poor" rated trail be considered for <br />replacement. Staff will work to obtain an engineer's estimate towards replacement of these trail segments. This will <br />provide a more definitive cost estimate for the 2027 budgeting process.
