City of Centerville <br />Work Session & City Council Meeting Minutes <br />June 22, 2026 <br />Ms. Kellie Schlegel, City Engineer, provided Council with a recap of roadway conditions, priorities, and <br />a proposed street project (north side of town), which could be contained in the Capital Improvement Plan <br />for 2027. <br /> <br />Mr. Charlie Lehn, Public Works Director, stated that he had completed an assessment of the city’s trail <br />and categorized them as being “poor to very poor”. He reported that several trails within the community <br />were part of the Anoka County Regional Trail System and advised the council that the Metropolitan <br />Council had an Active Transportation Grant that may assist in offsetting construction costs associated <br />with trails. <br /> <br />Public Works Director Lehn reviewed the presented Options with Council; following lengthy discussion, <br />council concurred that Project A should be utilized with the removal of the proposed reclaim, shape and <br />th <br />pavement portion of the trail that runs along 20 Avenue and slate it for sealcoat and crack seal due to <br />future Anoka County reconstruction and the removal of the proposed reclaim, shape and pave to the trail <br />that runs alongside the western edge of Centerville that abuts the Rice Creek Chain of Lakes Regional <br />Park as it is part of the County’s Regional trail. The newly proposed trail project would cost <br />approximately $604,000 and be contained in the grant application with Metropolitan Council as roadways <br />did not meet requirements for the grant. <br /> <br />3. 2050 Comprehensive Plan – Firm Selection <br /> <br />Administrator Lewis stated that the city received two proposals (WSB and Bolton & Menk). She stated <br />that both proposals were very similar in scope and cost. Administrator Lewis recommended Bolten & <br />Menk as they were the city’s current Planner and familiar with the community, noting that the cost of both <br />proposals were comparable. <br /> <br />Council had several questions regarding the Metropolitan Council grant associated with required updating <br />of Comprehensive Plans and City Administrator addressed those questions. <br /> <br />4. Midblock Crossing (Centerville Road) <br /> <br />Administrator Lewis stated that a Midblock Crossing had been included in the Capital Improvement Plan <br />for 2026. She stated that this would replace the current crossing that exists on Centerville Road near the <br />trail crossing (trail from Dupre Road to Beaver Pond Way). She stated that there have been discussions <br />with Anoka County and potential for this project either in 2026 or 2027. She explained that the County <br />was interested in completing a combined project that would require a Joint Powers Agreement. She also <br />stated that if the project was completed this year, it would not allow for bid reductions due to projects <br />already planned for by the County, which did not include this work. Administrator Lewis stated that it <br />would cost the County and City more due to 2026 projects already being bid. <br /> <br />Council concurred that they would being willing to expend $50,000 for the crossing with a signed Joint <br />Powers Agreement and the ability to pay over two to three years. <br /> <br />5. Lino Lakes Interconnect <br /> <br />Administrator Lewis stated that with numerous discussions with the City of Lino Lakes and no resolve, <br />she is recommending that the City of Centerville pay $40,000 to them for the use of water used through <br />Page 2 of 6 <br /> <br /> <br />
