Mayor Capra asked what the costs were for going only as far as was requested and not to <br />the City limits. <br /> <br />City Engineer Statz indicated that project was just over half. <br /> <br />Mr. Hanzal indicated that they have 380 feet from where the sewer is. <br /> <br />Council Member Paar said that this was set for 2009 on the report and the road condition <br />report so whether it gets done now or in 2009 the assessments are high because of big <br />properties and they will be higher in 2009. He then said that Mr. Hanzal should pay <br />some more because he is driving the project but, he does not think that he should pay for <br />half the project. <br /> <br />Council Member Lakso said that she agrees and said that three or more houses in the area <br />would bring more tax base into the City. She then said that it needs to be looked at <br />because it will be done in the short term anyway. <br /> <br />Patrick Fruth of 7384 Old Mill Road indicated that he has been working with Mr. Hanzal <br />but the $80,000 to $100,000 they cannot afford and that means they would have to leave. <br />He then said that they are not in need of sewer and would prefer to only go to the <br />property line and not to the City limits. <br /> <br />Mayor Capra indicated that the issue with deferring assessments is the City carries that <br />cost and that is something that the City needs to look at within its budget. <br /> <br />Mr. Fruth said that they have no need for septic and City water but he is willing to work <br />with Mr. Hanzal. He then said that Fred is definitely against this. <br /> <br />Motion by Council Member Terway, seconded by Council Member Paar, to close <br />the public hearing. All in favor. Motion carried unanimously. <br /> <br />City Administrator Larson suggested a little more research and study. He then said that <br />nobody really wants this and the property owner north of Mr. Hanzal understood it would <br />happen but they are not excited about the figures being discussed for assessments. <br /> <br />Mayor Capra indicated she would like to do a change order to the backage road to see if <br />that can be done. <br /> <br />City Administrator Larson said that if this was going in the middle of the road then the <br />street should be done but, if it goes into the boulevards, then the street could be deferred. <br /> <br />Mayor Capra asked Staff to look into a change order to the backage road and costs to run <br />it to the City limits and only to the property line. She then said she would like to know <br />the costs for restoration of the boulevard. <br /> <br />Page 3 of 11 <br />
