Council Member Paar said he would like to work this out so that most people are happy. <br />He then said that he would like to see a new road and do it all at once but, when you see <br />how this assessment affects long time residents, he would like to see some other options. <br />He further said that he is not in favor of only going up to Mr. Hanzal and stopping he <br />would like to go all the way to the City limits with the utilities and then do the road in <br />2009. <br /> <br />Council Member Lee said that he does not favor stopping at the property line but would <br />like to go to the City limits. He then said that putting utilities in the easement is an option <br />but he does not see how that is going to save anybody any money because the road needs <br />to be done and will be done in three or four years. He further indicated that he does not <br />feel that the split of 50% for Mr. Hanzal is appropriate and he would like to look into the <br />change order process. <br /> <br />Council Member Lakso said that she would like to look more closely at the cost share for <br />the project for the developer. She then said that she would like to have the options listed <br />by the Mayor for review. She further said that she would be a little concerned about <br />putting the utilities in the boulevard as that is not the City’s standard but it merits looking <br />into due to the assessments involved on these larger properties. <br /> <br />Council Member Terway indicated that he would be concerned about setting precedent <br />regarding who pays what portion for future developments. He then said that he is <br />concerned about making someone have to move out of their house. He further said that <br />nothing is saved by doing part now and part later and he would rather not see this happen <br />if someone has to move out of their home because of it. He also said that it will not be <br />any cheaper in 2009. <br /> <br />Council Member Terway said he would like parties to get together to see what could be <br />worked out including the City paying a little more of the project but he would like to do <br />the project correctly because it will be cheaper in the long run if it is done right and done <br />all at once. <br /> <br />Council Member Lee asked if the utilities go in when the road is done. <br /> <br />Mayor Capra indicated that she would like to see between now and August 2, 2006 some <br />more research and answers on this situation. <br /> <br />Mr. Hanzal indicated that he has not been contacted by the City and he paid for the study. <br />He then provided figures that they have put together for consideration provided to Staff. <br /> <br />Mayor Capra asked Staff to keep Mr. Hanzal and other xx informed. <br /> <br />Council Member Paar said that Mr. Hanzal paid $5,000 and he should be notified at least <br />as early as others involved. <br /> <br />Page 4 of 11 <br />
