City of Centerville <br />Council Meeting Minutes <br />September 13, 2006 <br />Mayor Capra indicated that the budget was discussed in August and at three work <br />sessions. She then explained that this is the highest that the levy can be and changes can <br />be made to lower the amount with an increase of approximately $106,000 residents will <br />see a small rate increase without valuation increase from 50.48 to 51.69 but it may come <br />down due to increased valuation. <br /> <br />Mayor Capra indicated that the notices from the County will be out in October and those <br />will provide a better picture of what the increase will be. <br /> <br />Mayor Capra indicated the tax rate has been the same or lower for four years but this year <br />there will be a minor increase. <br /> <br />Council Member Lee indicated he is concerned that this is enough because of concerns <br />for increased costs for CSAH 14. <br /> <br />Council Member Terway indicated that he is nervous with the number of projects that the <br />City has pending and he sees this as a very modest increase. He then said that he would <br />like to see more straight line revenue increases rather than having no increases and then <br />having to substantially increase to meet the needs. <br /> <br />Council Member Terway indicated that he feels this will lead to fairly modest increases <br />for the next few years to offset the cost burden for CSAH 14 and the downtown <br />redevelopment project. <br /> <br />Council Member Lakso indicated that she feels this is a fairly moderate increase to come <br />up with a rate that will allow the City to cover costs on the pending projects. <br /> <br />Council Member Paar explained that on tax statements a lot of the taxes are school taxes <br />and a home with a $300,000 market value, taxes went up $600.00 with the last <br />referendum and that was not done by the City it is done by the voters and the other issue <br />is local government aid and the City of Centerville does not get much. He then said that <br />the City needs to spend a little money to redevelop the downtown to bring businesses in <br />to offset taxes for the future. <br /> <br />Mayor Capra noted that the 2007 budget is a 5.88% increase. She then said that with the <br />CSAH 14 project the City is working on costs. <br /> <br />Motion by Council Member Terway, seconded by Council Member Paar to approve <br />Resolution #06-042, Approving the Preliminary 2007 Budget and Tax Levy. All in <br />favor. Motion carried unanimously. <br /> <br />2.
