He then explained that the contractor has asked for an increase in blacktop prices
but Staff informed him that was not okay and it sounds like he wants to move ahead yet
this year.

Motion by Council Member Terway, seconded by Council Member Paar, to
approve the Consent Agenda as presented. All in favor. Motion carried
unanimously.

VI. AWARDS/PRESENTATIONS/APPEARANCES

Mayor Capra indicated there was a nice article in the Quad regarding the flag at the
Police Department building. She then said that she heard from someone who was upset
that there would not be a flag on the building and she explained that things were removed
because they were over budget on the building and said that the Commission pulled it
reluctantly and had no intention of leaving it undone but they wanted to see if someone
would pick it up as a project and that was done.

VII. OLD BUSINESS

st

1. Change Order – 21 Avenue/Backage Road

Engineer Statz explained that the contractor has informed Staff that there would be an
increase in price for blacktopping next year and Staff informed them that was not what
was in the change order. If the change order is approved it would allow them to do it this
year or next year but it does not force them to do it next year. He then said that if it can
be done this year then all standard tests would need to be met.

Council Member Lee said that he is concerned if it was too soggy to do it last week so he
is concerned about the quality of road that the City will receive.
