11 Community Commitment to Trail Use

· Identify steps that your community has taken to improve the conditions for bicyclists,
pedestrians, and other uses accommodated by this proposed trail development.
· Examples would include safety education, enforcement, signing, fund raising, comprehensive
barrier identification/removal, trail vehicle parking opportunities, etc.

Since 1998, the City of Centerville has had a vision to provide bicyclists and pedestrians with a
set of trails, both recreational and safe, through the city to resources and adjoining trails, parks,
lakes, and the Wargo Nature Center (See Fig 12). This vision provides different sized loops for
variety, interest and to cover more of the city. In 1998, the Minnesota Design Team helped our
community to develop this vision with an overall trail plan to connect resources in the city and
the adjoining communities.

On February 19,2004, a public meeting was sponsored by Anoka County discussing a planned
upgrade to County Road 14 between the 35W and 35E interchanges. A trail as shown in Figure
12 along that route is being considered. The timeline of this project is on the order of2006.

As development occurs in Centerville, the city has negotiated with developers requiring the
construction of trails or an escrow for the city to do the same. This grant would be used in an
area that is not currently plated for development. Development in these remaining areas appears
to be in the distant future meaning normal construction of trails could be a long way off. This
grant would allow the city to finish these trails sooner and make an important connection that
literally reaches across the whole state.

The safety of existing trails is important and signs and yellow striping has to be added. The city
is committed to adding signs and striping to new trails as needed to promote safety.

Parking would be available at LaMotte Park for those who might want to use the Clearwater
trail. There is also a Park and Ride lot just north of the proposed trail on the east side of 35E. The
route from the Park and Ride to the trail at the pedestrian bridge is currently a safe route on a
dead end road.

22
